Existing law, the Financial Information System for California (FISCal) Act, provides for FISCal, a single, integrated financial management system for the state, and specifies that the Legislature intends for the system to meet specified objectives, including to replace the states legacy financial management systems and eliminate fragmented and diverse reporting by implementing standardized financial management processes and systems across all departments and control agencies. Existing law establishes the Department of FISCal and specifies that, upon the acceptance of the system by the state, as determined by the Director of Finance, the Department of FISCal shall be within the Government Operations Agency and shall supersede the FISCal project office and perform all administration, maintenance, and operation of the system.This bill, on and after January 1, 2024, and until January 1, 2028, would require the FISCal project office to include certain information in its annual report to the Legislature, including the number and length of unplanned outages that occurred during normal business hours and the number of requests for changes to the FISCal system by entities that reported concerns with using FISCal to meet federal requirements, as specified. (a) The office shall include all of the following metrics in its annual report to the Legislature:(1) Number and length of unplanned outages that occurred during normal business hours.(2) Total number of users service requests by priority level, the number of service requests successfully resolved, and the number of resolutions that took longer than the service level objectives defined by the project.(3) Number of requests for changes to the FISCal system by entities that reported concerns with using FISCal to meet federal requirements and descriptions of the project offices efforts to resolve those concerns.(4) Number of entities that are operating their legacy systems, including each entitys projected date to retire its legacy system, and the volume of backlog transactions that entities still need to input into FISCal.(b) A report submitted pursuant to this section shall be submitted in compliance with Section 9795.(c) Pursuant to Section 10231.5, this section is repealed on January 1, 2028.(d) This section shall become operative on January 1, 2024.SEC. 2. Section 11867 is added to the Government Code, to read:11867. By January 1, 2024, the Government Operations Agency shall contract for independent verification and validation services for FISCal. This section applies to all new or renewal contracts or amendments extending independent verification and validation services, and shall not be construed to require the termination or amendment of any contract in effect on January 1, 2024.
