The bill would require the Department of Justice, by no later than June 1, 2031, to prepare and submit a report to the Legislature analyzing the impact, if any, on extending the period of license validity on incidents involving licenseholders. Any application to renew or extend the validity of, or reissue, the license may be granted only upon the concurrence of the licensing authority that originally issued the license and the licensing authority of the city, county, or city and county in which the licensee resides.(c) On or before June 1, 2031, the Department of Justice shall prepare and submit a report to the Legislature analyzing the impact, if any, that extended periods of license validity have had on incidents involving licensees. The report shall be submitted in compliance with Section 9795 of the Government Code.(d) (1) Subdivisions (a) and (b) of this section shall become inoperative on January 1, 2031.(2) This section shall remain in effect only until January 1, 2032, and as of that date is repealed.SEC. 2. (f) This section shall become operative on January 1, 2031.
