Merrill Avenue and includes the southbound portion between Merrill Avenue and Riverside Drive within the City of Chino.(b) The relinquished relinquishment of the former portion portions of Route 83 within the City of Upland is Upland and the City of Ontario are not a state highway highways and is are not eligible for adoption under Section 81. For the relinquished former portion portions of Route 83, the City of Upland Upland and the City of Ontario shall ensure the continuity of traffic flow, including any traffic signal progression, and maintain signs directing motorists to the continuation of Route 83.SECTION 1.Section 18030 of the Streets and Highways Code is amended to read:18030.(a)When, in the opinion of a city council of a city, the public interest or convenience requires it to do so, that body may do one or both of the following:(1)Order a street lighting system to be maintained in or along the whole or any part of one or more of the streets in the city.(2)Order electricity or energy, gas, or another illuminating agent to be furnished for a street lighting system.(b)For any of the purposes expressed in paragraph (1) or (2) of subdivision (a), the city council may determine and declare the district to be benefited by the improvement and fix the exterior boundaries thereof, and may assess, either partly or wholly, the costs and expenses, including all incidental expenses, of the improvement, or of any one or more of the items thereof, upon the lands in the district.
