Orange County Sheriff Sandra Hutchens Memorial Highway.This measure would designate a specified portion of State Route 57 in the Cities of Orange and Anaheim as the Orange County Sheriff Sandra Hutchens Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Sandra Hutchens began her law enforcement career with the Los Angeles County Sheriffs Department in 1976; andWHEREAS, Sandra Hutchens started as a patrol secretary, shortly thereafter graduating from the Los Angeles County Sheriffs Department Academy Class No. 191 as a deputy, eventually rising to the rank of division chief, where she retired from in 2008; andWHEREAS, Sandra Hutchens was appointed as the 12th Sheriff of Orange County on June 10, 2008, and was subsequently elected to two, four-year terms in 2010 and 2014; andWHEREAS, Sandra Hutchens concluded her time as Sheriff of Orange County on January 7, 2019; andWHEREAS, With more than 38 years of service in law enforcement, Sheriff Hutchens possessed invaluable experience in nearly every facet of law enforcement; andWHEREAS, During Sheriff Hutchens tenure as Orange County Sheriff, she implemented significant reforms that greatly contributed to the safety of all Orange County residents; andWHEREAS, A partial list of Sheriff Hutchens accomplishments include maintaining the lowest crime rates in the nation; enhancing the departments homeland security function through expansion of the Orange County Intelligence Assessment Center; creating the departments Cyber Crime Unit; formation of the Sheriffs Interfaith Advisory Council; and leading the department through the fiscal crisis of 2008 and 2009; andWHEREAS, In addition to her management of the department, Sheriff Hutchens was recognized as a national leader in law enforcement; andWHEREAS, Sheriff Hutchens was actively involved in the Major County Sheriffs of America association, where she served as president from 2016 to 2018, the National Sheriffs Association, and the International Association of Chiefs of Police; andWHEREAS, Sheriff Hutchens served as a board member for the National Executive Institute Associates, the California State Sheriffs Association, the Orange County Gang Reduction and Intervention Partnership, and, from 2012 to 2017, she served on the Commission on Peace Officer Standards and Training; andWHEREAS, Sheriff Hutchens work was not limited to the law enforcement community; andWHEREAS, Sheriff Hutchens was involved with several nonprofit and community organizations, including the Orange County United Way, Lauras House, the Boy Scouts of America, the Girl Scouts of the United States of America, and the National Law Enforcement Cancer Support Foundation; andWHEREAS, On Sheriff Hutchens desk was a quote from former President Ronald Reagan, There is no limit to what you can accomplish if you dont care who gets the credit; and WHEREAS, These words embodied Sheriff Hutchens, who lived by them, and what she accomplished will endure beyond her life; andWHEREAS, The author Ernest Hemingway described courage as grace under pressure; andWHEREAS, There is no one who embodied that description more than Sheriff Hutchens, who lived her life and led the Orange County Sheriffs Department with courage, grace, and dignity; andWHEREAS, Sheriff Hutchens bravely closed her life in the same manner on January 4, 2021, after an eight-year fight against breast cancer; andWHEREAS, Sheriff Hutchens never sought credit, but the people of Orange County owe her a tremendous debt of gratitude; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 57 in the Cities of Orange and Anaheim, between milepost marker 11.238 and milepost marker 13.416, as the Orange County Sheriff Sandra Hutchens Memorial Highway; and be it furtherResolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
