Digest KeyBill TextWHEREAS, Companion animals must not be subjected to surgical procedures except where they provide treatment for physical medical conditions and anatomical pathology, or to prevent overpopulation; andWHEREAS, A nontherapeutic purpose is any purpose other than to address an existing or recurring illness, disease, injury, birth defect, or abnormal condition that compromises the animals health; andWHEREAS, Nontherapeutic procedures may be painful and can lead to unnecessary risks of infection and other complications, including anesthetic death; andWHEREAS, Companion animal owners and guardians should only be offered humane, therapeutic procedures to help minimize and prevent unnecessary pain for their animals; andWHEREAS, Veterinarians are urged to work with their clients to offer options and help their clients make the most humane decisions; now, therefore, be itResolved by the Assembly of the State of California, That the Assembly is committed to sensible and humane therapeutic veterinary procedures for companion animals; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
