Existing law authorizes the commission to fix the rates and charges for every public utility and requires those rates and charges to be just and reasonable.This bill would, in a proceeding in which a gas corporation is seeking funding from ratepayers for the repair or replacement of its gas distribution infrastructure, authorize the commission to require the gas corporation to conduct an analysis of the environmental impacts of the repair or replacement.Under existing law, a violation of an order, decision, rule, direction, demand, or requirement of the commission is a crime.Because a violation of the commissions actions implementing the provisions of this bill would be a crime, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
