It is the intent of the Legislature to establish principles and priorities to guide Californias economic recovery, with an emphasis on high road employers, and tools to uplift workers and frontline communities most impacted by the COVID-19 pandemic, as well as other social, racial, gender, environmental, and economic inequalities.SEC. 2. Article 1.6 (commencing with Section 16365.6) is added to Chapter 2 of Part 2 of Division 4 of Title 2 of the Government Code, to read: Article 1.6. American Rescue Plan Act Funds16365.6. (a) A state agency that receives and disburses American Rescue Plan Act of 2021 (H.R. 1319 117th Congress: American Rescue Plan Act of 2021) (ARP) funds or other federal recovery funds, shall, to the extent authorized by federal law, consider projects potential impacts on all of the following goals:(1) Rectifying systemic inequities by prioritizing populations and communities most negatively impacted by COVID-19. A state agency that receives and disburses ARP funds or other federal recovery funds shall reserve ____ percent of that funding for programs aimed at prioritizing areas with the highest unemployment rates, the worst COVID-19 health outcomes, and the highest population of minority-owned businesses.(2) Uplifting vulnerable workers by prioritizing high road employers, as identified by the Labor and Workforce Development Agency (LWDA), to enhance labor standards, workers rights, career pathways, and community benefits. Meeting the standards for identification as a high road employer established by the LWDA shall allow both the public and state policymakers to easily view and evaluate the behavior of a large company that does business in the state, thereby rewarding the best actors.(3) Restoring frontline communities and rapidly accelerating achievement of environmental justice and climate goals, including, but not limited to, climate, environmental, and biodiversity protection and stimulating growth.
