The bill would require the department and the board to jointly create guidelines for the strategic plan that would increase access to, and the quality of, binational and cross-border educational opportunities, that would provide comprehensive cross-border and binational workforce development opportunities, including educational, training, certification, and placement services to generate jobs and careers, or that would meet both of these objectives. The bill would describe projects that could be undertaken to implement the strategic plan and effectuate its goals.Existing law, the Alcoholic Beverage Control Act, which is administered by the Department of Alcoholic Beverage Control, regulates the importation of alcoholic beverages into the state.
