(a) (1) The Department of Housing and Community Development shall implement, upon appropriation by the Legislature, a pilot program to provide housing rental-related subsidies to skilled nursing facility patients who, but for a lack of housing, would be discharged from the facility.(2) For purposes of this section, skilled nursing facility has the same meaning as in Section 1250.(b) The department may administer the housing rental-related subsidies or contract with qualified local government agencies or nonprofit organizations to administer the subsidies.(c) The department shall adopt guidelines establishing criteria for the subsidies, including, but not limited to, eligibility, income limits, and subsidy amounts.(d) The department shall be subject to the requirements of the Administrative Procedure Act (Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code) in adopting regulations to implement and administer this part.(e) This part shall become operative on January 1, 2023.(f) This part shall remain in effect only until January 1, 2026, and as of that date is repealed.SECTION 1.Section 68055 of the Government Code is amended to read:68055.(a)It shall be the responsibility of any person owning or operating any establishment or public place in which litter receptacles are required by this chapter to procure, place, and maintain those receptacles at their own expense on the premises in accordance with this chapter.(b)The responsibility for the removal of litter from receptacles placed at publicly owned places shall remain with the public agencies.
