Digest KeyBill TextWHEREAS, Speeding-related traffic violence is a major problem in the State of California, causing high rates of death and injury; andWHEREAS, Speed is a major factor in traffic collisions that result in fatalities or injuries; andWHEREAS, Speeding-related traffic violence is preventable and there are proven tools that local communities in California can use to reduce speeding-related deaths and injuries to zero; andWHEREAS, Speeding-related traffic violence disproportionally impacts people who use alternative modes of transportation such as walking or bicycling; andWHEREAS, Speeding-related traffic violence disproportionally impacts communities of color; andWHEREAS, Speeding-related traffic violence disproportionally impacts the disability community; andWHEREAS, Speeding related traffic violence disproportionally impacts children and the elderly; andWHEREAS, Speeding in California has dramatically increased and the COVID-19 pandemic has only made the problem worse, with the Department of the California Highway Patrol issuing double the number of citations for driving more than 100 miles per hour in the first month of the states shelter-in-place orders compared with the same offense in the same month the previous year; andWHEREAS, Speeding is especially concerning in and around schools in California. As children are returning to school under social distancing and mask requirements, they are being dropped off farther from school by parents and school buses and are walking and riding their bicycles more than ever; now, therefore, be itResolved by the Senate of the State of California, That the Legislature encourages all citizens and community organizations to support efforts to reduce speeding in California and to be aware that it is a major problem for all citizens of California; and be it furtherResolved, That the Senate declares the month of February 2022 as Speed Safety Awareness Month; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
