Existing law requires that any materials explaining services available to the public shall be translated into any non-English language spoken by a substantial number of the public served by the agency.This bill would require, in the event of an emergency within the jurisdiction of a local public agency that serves a population within which 10% or more of the people primarily speak a language other than English, that the local public agency provide information related to the emergency in English and in the language spoken by the 10% or more of the population that does not primarily speak English. Because the bill would require local public agencies to provide a higher level of service, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.Existing law established the California Workforce Investment Board, which was renamed the California Workforce Development Board on January 1, 2016.
