(a) The commission shall equitably allocate moneys appropriated by the Legislature for purposes of achieving an accessible statewide hydrogen-fueling network and expanding an existing hydrogen-fueling network, as necessary, hydrogen-fueling infrastructure to specifically prioritize rural communities and low-income communities.(b) (1) On or before January 1, 2025, the commission and the state board shall jointly review and submit a report to the Legislature in accordance with Section 9795 of the Government Code on the progress toward establishing a statewide hydrogen-fueling network infrastructure that is equally accessible to all communities, especially rural communities and low-income communities.(2) Pursuant to Section 10321.5 10231.5 of the Government Code, the requirement to submit a report imposed by this subdivision shall become inoperative on January 1, 2029.(3) This subdivision shall not become operative if the provisions of Section 43018.9 are extended beyond January 1, 2024. |
