(a) Consistent with Chapter 598 of the Statutes of 2015 and Chapter 710 of the Statutes of 2021, the Governors Office of Business and Economic Development (GO-Biz) shall create and maintain a publicly accessible internet website that contains a landing page with functionality to collect information and report delays and denials in the regarding all applicable forms of permitting of electric for zero-emission vehicle service equipment, infrastructure, including, but not limited to, the following:(1) The authority having jurisdiction over the permit.(2) The reported reason for delay or denial.(3) The length of delay, if applicable.(b) GO-Biz shall not publicly display any submissions that are received under this section.(b)(c) GO-Biz shall establish shall, in a new or existing working group to group, evaluate the data it receives from the internet website described in subdivision (a) and direct the working group to determine recommended solutions to address permitting delays. The working group shall include a diverse set of external stakeholders to discuss the permit delays.(c)(d) (1) On or before January 1, 2026, GO-Biz shall submit to the Legislature and publish on its internet website a comprehensive report regarding the challenges identified through the data collection process pursuant to this section.(2) The report required to be submitted pursuant to this subdivision may be included in the Zero-Emissions Vehicle Market Development Strategy developed pursuant to Executive Order No. N-79-20.(2)(3) The report required to be submitted pursuant to this subdivision shall be submitted in compliance with Section 9795.(3)(4) The requirement for submitting a report imposed under this subdivision is inoperative on January 1, 2030, pursuant to Section 10231.5 of the Government Code.(d)(e) GO-Biz shall establish a permit streamlining specialist to assist authorities having jurisdiction with permit delays and denials related to this section.
