If the original form of the certificate of live birth has been sealed, the information on the sealed certificate shall not be included on the decorative Asian Zodiac heirloom certificate.(b) The decorative Asian Zodiac heirloom certificate issued under subdivision (a) shall be of a distinctive design as determined by the department, which shall include Asian Zodiac artwork by local artists, the seal of the State of California, and a facsimile of the State Registrars signature, but shall not include an elected officials signature.
