Existing law requires the commission to establish the Equitable Building Decarbonization Program that includes a direct install program and a statewide incentive program for low-carbon building technologies.Existing law establishes the policy of the state to achieve net zero greenhouse gas emissions as soon as possible, but no later than 2045, and to ensure that, by 2045, statewide anthropogenic greenhouse gas emissions are reduced to at least 85% below the statewide greenhouse gas emissions in 1990.This bill would require the commission, on or before June 1, 2024, to identify an emission reduction ~~adopt a~~ strategy, with milestones, ~~to reduce emissions of greenhouse gases~~ for the building sector to support achieving those carbon emissions reduction goals~~, sector~~, as provided. Section 25403.7 is added to the Public Resources Code, to read:25403.7. (a) On or before June 1, 2024, the commission, at a publicly noticed voting meeting, shall adopt a strategy, with milestones, to reduce emissions of greenhouse gases for the building sector consistent with the targets and strategies identified in the most recent scoping plan adopted pursuant to Section 38561 of the Health and Safety Code.(b) In developing the strategy, the commission shall do all of the following:(1) Consult and collaborate with the Public Utilities Commission, the California Building Standards Commission, the State Air Resources Board, the California Workforce Development Board, and the disadvantaged community advisory group established pursuant to Section 400 of the Public Utilities Code.(2) Hold no less than two public workshops to solicit public input on the development of the strategy.(3) Convene stakeholder sessions to solicit input from organizations representing the affected workforce, tenants, affordable housing organizations, small businesses, ratepayer organizations, and consumer organizations.(c) The commission shall ensure that the strategy does all of the following:(1) Maximizes workforce development, emphasizing high road jobs as defined by the California Workforce Development Board and including job retention and retraining, prioritizing a skilled and trained workforce, and protecting the affected workforce from job losses due to reducing emissions of greenhouse gases from the building sector.(2) Provides market signals to appliance manufacturers and installers.(3) Minimizes impacts on ratepayers, informed by analysis from the Public Utilities Commission that includes the impacts on varying customer segments, including, but not limited to, the residential, commercial, and industrial sectors.(4) Supports extreme heat protection and prevention goals.(5) Prioritizes the needs of low-income communities, as defined in Section 39713 of the Health and Safety Code, and disadvantaged communities, as identified pursuant to Section 39711 of the Health and Safety Code or as defined in Section 75005, including by identifying necessary tenant protections and reducing barriers for low-income individuals.(6) Evaluates specific obstacles and considerations for low-income occupants of multifamily and mobilehome structures.(7) Identifies opportunities to deploy zero-emission home heating and cooling technologies, including heat pumps, to meet the needs of communities impacted by climate change and extreme weather events.(d) (1) On or before September 31, 2024, the commission shall submit the adopted strategy to the relevant policy committees of the Legislature.(2) Pursuant to Section 10231.5 of the Government Code, this subdivision shall become inoperative on September 31, 2028.SECTION 1.Section 25403.7 is added to the Public Resources Code, to read:25403.7.(a)On or before June 1, 2024, the commission shall identify an emission reduction strategy, with milestones, for the building sector to support achieving the carbon emissions reduction goals set forth in Section 38562.2 of the Health and Safety Code by 2045.(b)The emission reduction strategy shall do all of the following:(1)Maximize workforce development.(2)Provide clear market signals to appliance manufacturers and installers.(3)Minimize impacts on ratepayers.(4)Support extreme heat goals.(5)Reduce barriers for low-income individuals.(6)Identify how to deploy zero-emission home heating and cooling technologies, including bidirectional heat pumps, to meet the needs of communities impacted by climate change and extreme weather events.(c)On or before July 1, 2025, ~~thecommission~~ shall implement the emission reduction strategy developed pursuant to subdivision (a) as a part of the Equitable Building Decarbonization Program established pursuant to Article 5 (commencing with Section 25665) of Chapter 7.6.(d)On or before July 1, 2025, the commission shall take actions specified in subdivision (b) of Section 25235 for purposes of implementing the emission reduction strategy developed pursuant to subdivision (a).
