The department may review, adopt, amend, and repeal the standards, forms, or definitions to implement this subdivision and subdivision (a) of Section 65583. Any standards, forms, or definitions adopted to implement this subdivision and subdivision (a) of Section 65583 shall not be is not subject to Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2.
