California Aerospace and Aviation Day.This measure would recognize the contributions of the aerospace and aviation industries to the history, economy, security, and educational system of California, its communities, and its citizens by proclaiming the day of March 28, 2023, as California Aerospace and Aviation Day.Digest Key Fiscal Committee: NO Bill TextWHEREAS, Commercial aviation provides California considerable economic and employment impacts of $203 billion and 1.1 million jobs, with general aviation alone creating an economic impact of $30.2 billion; andWHEREAS, There are 24,890 Federal Aviation Administration registered aircraft and 66,533 certified pilots in the state, and numerous aviation facilities in the state that include 22 military airfields and 663 state-permitted aviation facilities; andWHEREAS, Californias 242 public-use airports further act as staging areas for emergency response activities in the case of major catastrophic events, which assist in lifesaving and firefighting operations that rely on aircraft to, among other things, transport equipment and supplies, deploy personnel, and provide reconnaissance; andWHEREAS, The California aerospace industry is a powerful, reliable source of employment, innovation, and export income, directly employing approximately 203,000 people and supporting more than 308,000 jobs in related fields, resulting in $2.9 billion in annual state personal income tax revenues; andWHEREAS, California is renowned for its aerospace workforce, suppliers, and services, with particular acclaim for its Mars landings, the Space Shuttle, the B-2 Stealth Bomber, development of the Global Positioning System (GPS), and achievements made in the state by entrepreneurs such as Howard Hughes and Elon Musk; andWHEREAS, According to the report entitled The Economic Impact of Unmanned Aircraft Systems Integration in the United States, published by the Association for Unmanned Vehicle Systems International (AUVSI), California is forecast to be the top state in the nation as the adoption of unmanned aircraft systems (UAS) increases, with more than 18,000 jobs and over $14 billion in economic impact created in the first decade after UAS integration into the airspace; andWHEREAS, California is home to many superb sites of air and space activity, including the National Aeronautics and Space Administration (NASA) Ames Research Center, Armstrong Flight Research Center, Jet Propulsion Laboratory (JPL), Los Angeles Air Force Base, Vandenberg Air Force Base, Edwards Air Force Base, Naval Base Ventura County, Naval Air Weapons Station China Lake, and Mojave Air and Space Port; andWHEREAS, California will continue to lead in aerospace and aviation education through its superb science, technology, engineering, and mathematics (STEM) education programs and world-class research universities, and thus will continue to lead the world with the innovation that enabled advanced meteorological forecasting, the Global Positioning System (GPS), NextGen tools for air traffic management, green aviation, sophisticated wind tunnels and test facilities, and advanced supercomputing and robotics; andWHEREAS, California can continue being on the forefront of advancements in aviation through transformative aviation solutions using electric, hydrogen, and hybrid propulsion systems for urban and regional air mobility expected to be in commercial operation by 2025; andWHEREAS, Urban air mobility and regional air mobility will provide another transportation option for Californians through quieter, zero-emissions aircraft; andWHEREAS, California is home to several electric vertical takeoff and landing aircraft manufacturers working in the urban air mobility and regional air mobility sector, which is a new sector of the aviation industry that will democratize airspace and provide a wide range of jobs for California residents; andWHEREAS, The Aerospace States Association-California Chapter, the Association of California Airports, and AUVSI are sponsoring an event to highlight the contributions of the aerospace and aviation community in California; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature recognizes the contributions of the aerospace and aviation industries to the history, economy, security, and educational system of California, its communities, and its citizens by proclaiming the day of March 28, 2023, as California Aerospace and Aviation Day; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
