Scott Buckshot Schwingel Memorial Overcrossing.This measure would designate the Ayala Drive overcrossing at postmile marker 17.437 on State Route 210 in the County of San Bernardino as the Scott Buckshot Schwingel Memorial Overcrossing. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Scott Buckshot Schwingel was born in the City of Riverside and had a younger brother (Steve); andWHEREAS, As a young child and throughout his teenage years, Scott played soccer, baseball, and football, but his passion was bicycle motocross (BMX) biking and speed skating; andWHEREAS, At 19 years of age, Scott moved to Lake Arrowhead in the County of San Bernardino where he lived for the rest of his life; andWHEREAS, At 21 years of age, Scott came across a traffic accident, which led him to ultimately decide to become a firefighter; andWHEREAS, Scott went to paramedic school in Victor Valley, became an emergency medical technician (EMT), and shortly thereafter, began testing for fire departments; and WHEREAS, Scott was hired by the Rialto Fire Department as a firefighter paramedic in 2001; andWHEREAS, During his career, Scott proudly served the citizens of the City of Rialto as a steadfast embodiment of the Rialto Fire Departments motto: Dedicated to Excellence, Service with Compassion; andWHEREAS, Scott was well known for his lighthearted approach to the challenging and demanding firefighter profession, and was a model firefighter that many of the younger generations firefighters would look to for guidance; andWHEREAS, Scott was an extremely motivated and determined individual, and with that determination, he was promoted to the rank of fire engineer in 2006; andWHEREAS, Scott was a man who loved life in and out of the fire service; andWHEREAS, Scott was a family man and loved spending time with his wife (Stephanie), two sons (Robbie and Austin), daughter (Bella), and two grandchildren; andWHEREAS, Scott was diagnosed with job-related colon cancer that resulted in him passing away on January 27, 2018; and WHEREAS, Scott continued to provide service to the citizens of the City of Rialto throughout his battle with cancer; andWHEREAS, During his 16-year career, Scott earned the Rialto Fire Department Life Saving Award, and was awarded the Rialto Fire Departments Firefighter of the Year Award in 2017; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the Ayala Drive overcrossing at postmile marker 17.437 on State Route 210 in the County of San Bernardino as the Scott Buckshot Schwingel Memorial Overcrossing; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution. |
