Wear Red Day and American Heart Month.This measure would recognize February 2, 2024, as Wear Red Day and the month of February 2024 as American Heart Month.Digest Key Fiscal Committee: NO Bill TextWHEREAS, Cardiovascular disease is the leading cause of death and disability in the United States and globally; andWHEREAS, Cardiovascular disease claims more lives of women than all forms of cancer combined and yet only 44 percent of women recognize that cardiovascular disease is their greatest health threat; andWHEREAS, Overall, 10 to 20 percent of women will have a health issue during pregnancy. High blood pressure, preeclampsia, and gestational diabetes during pregnancy greatly increase womens risk for developing cardiovascular disease later in life; andWHEREAS, Most cardiac and stroke events can be prevented through education and lifestyle changes such as moving more, eating smart, and managing blood pressure; andWHEREAS, Women are often less likely to receive bystander cardiopulmonary resuscitation (CPR) because rescuers fear accusations of inappropriate touching, sexual assault, or injuring the victim; andWHEREAS, There are effective solutions to this problem, including awareness and education to have cardiac emergency response plans in place, CPR education, and automated external defibrillator (AED) training and accessibility; andWHEREAS, CPR, especially if performed immediately, can double or triple a persons chance of survival, however only about 46 percent of people who experience cardiac arrest receive CPR from people nearby while waiting for emergency responders to arrive; andWHEREAS, CPR is a lifesaving skill that most people, including children as young as nine years of age, can learn; andWHEREAS, Knowing how to properly perform CPR has encouraged more people to act when faced with a cardiac emergency. To save more lives from cardiac arrest outside of a hospital, we must increase the number of people who respond to cardiac arrest by calling 911, delivering high-quality CPR, and using an AED as soon as it is available; andWHEREAS, Since 2004, the American Heart Associations Go Red for Women movement has addressed the awareness and clinical care gaps of womens greatest health threat, cardiovascular disease. On the cusp of the American Heart Associations 100th anniversary, the organization continues to make bold moves to save lives and pioneer scientific discoveries; andWHEREAS, By increasing awareness, speaking out about heart disease, learning CPR, and empowering women to reduce their risk for cardiovascular disease we can save thousands of lives each year; now, therefore, be itResolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature recognizes February 2, 2024, as Wear Red Day in California, and urges all citizens to show their support for women and the fight against cardiovascular disease by commemorating this day by wearing the color red; and be it furtherResolved, That the Legislature recognizes the month of February 2024 as American Heart Month in California to raise awareness of the importance of the ongoing fight against cardiovascular disease and stroke and in celebration of American Heart Month and the American Heart Associations 100th birthday, we urge every household to learn CPR; and be it furtherResolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution. |
