(3) If the state board rejects the revised standards for school library services recommended by the Superintendent pursuant to paragraph (1), the state board shall transmit to the Superintendent, the Governor, and the appropriate policy and fiscal committees of the Legislature, consistent with Section 9795 of the Government Code, a specific written explanation of the reasons for the rejection of the revised content standards presented by the Superintendent.
(c)
(f) The operation of this section is subject to an appropriation being made for purposes of this section in the annual Budget Act or another statute.
