(a) Notwithstanding any provision of this chapter, the commission shall issue a preliminary professional services credential with a specialization in pupil personnel services to an out-of-state prepared applicant who meets all of the following requirements:(1) Possesses a baccalaureate degree from a regionally accredited institution of higher education.(2) Has earned a valid corresponding pupil personnel services credential specialization in school counseling, school social work, or school psychology, based upon an out-of-state preparation program.(3) Partially meets the professional preparation and supervised fieldwork requirements for the credential as prescribed by the commission.(4) Has successfully completed a criminal background check conducted under Sections 44339, 44340, and 44341 for credentialing purposes.(b) The commission shall issue a clear professional services credential with a specialization in pupil personnel services to an out-of-state prepared holder of a preliminary professional services credential with a specialization in pupil personnel services issued under subdivision (a) who meets all of the following requirements:(1) Has two or more years of supervised field experience within a specialization area, including, but not limited to, two documented satisfactory performance evaluations, in a manner prescribed by the commission, and has met subject area and supervised field experience requirements as prescribed by the commission.(2) Has completed the professional preparation and supervised fieldwork requirements.(3) Has completed the required clock hours of supervision by a current clear credential holder within the candidates specialization in a commission-authorized local educational agency or professional education associations program in California.(c) The commission shall, on or before August 1, 2026, maintain and make publicly available an up-to-date checklist of the requirements and processes for out-of-state pupil personnel services credentialholders to obtain a California professional services credential with a specialization in pupil personnel services under this section. | |

(a) (1) Notwithstanding any provision of this chapter, the commission shall issue a preliminary professional services credential with a specialization in pupil personnel services to an out-of-state prepared applicant who meets all of the following requirements:(1)(A) Possesses a baccalaureate degree from a regionally accredited institution of higher education.(2)(B) Has earned a valid corresponding pupil personnel services credential specialization in school counseling, school social work, or school psychology, based upon an out-of-state preparation program.(3)Partially meets the professional preparation and supervised fieldwork requirements for the credential as prescribed by the commission.(4)(C) Has successfully completed a criminal background check conducted under Sections 44339, 44340, and 44341 for credentialing purposes.(b)The commission shall issue a clear professional services credential with a specialization in pupil personnel services to an out-of-state prepared holder of a preliminary professional services credential with a specialization in pupil personnel services issued under subdivision (a) who meets all of the following requirements:(1)Has two or more years of supervised field experience within a specialization area, including, but not limited to, two documented satisfactory performance evaluations, in a manner prescribed by the commission, and has met subject area and supervised field experience requirements as prescribed by the commission.(2)Has completed the professional preparation and supervised fieldwork requirements.(3)Has completed the required clock hours of supervision by a current clear credential holder within the candidates specialization in a commission-authorized local educational agency or professional education associations program in California.(2) A preliminary professional services credential with a specialization in pupil personnel services issued pursuant to paragraph (1) shall be (A) valid for a period of two years and (B) eligible for renewal for a period of no more than two years so long as the credentialholder demonstrates satisfactory progress, as determined by the local educational agency that employs the credentialholder pursuant to the local educational agencys established criteria.(c)(b) The commission shall, on or before August 1, 2026, maintain and make publicly available an up-to-date checklist of the requirements and processes for out-of-state pupil personnel services credentialholders to obtain a California professional services credential with a specialization in pupil personnel services under this section.(c) For purposes of this section, local educational agency means a school district, county office of education, or charter school. | |
