This bill would declare that it is to take effect immediately as a Budget Bill. Section 11.60 is added to the Budget Act of 2024 (Chapter 22 of the Statutes of 2024), to read: SEC. 11.60. (a) Notwithstanding Article 3 (commencing with Section 41850) of Chapter 3 of Part 4 of Division 26 of the Health and Safety Code, or any other law, the State Air Resources Board shall designate public fire protection agencies or other equivalent agencies to oversee controlled burning activities and shall adopt rules and regulations to ensure that such activities are conducted safely and effectively. (b) Wildland vegetation management burning, as defined in subdivision (c) of Section 39011 of the Health and Safety Code, shall be exempt from permitting requirements if conducted by or under the supervision of a public fire protection agency or other equivalent agency designated by the State Air Resources Board. (c) The State Air Resources Board shall develop guidelines and best practices for exempt wildland vegetation management burning to ensure public safety and environmental protection. SEC. 2.
