This bill would amend the Budget Act of 2024 to specify that approval of a large electrical corporations distribution infrastructure undergrounding plan is not a project for purposes of the California Environmental Quality Act (CEQA), provided that environmental review otherwise required by CEQA occurs before any project approval that would authorize physical changes to the environment. This bill would declare that it is to take effect immediately as a Budget Bill.
