The bill would establish the Holocaust and Genocide Education Grant Program Fund in the State Treasury, and would require moneys in the fund to be available, upon appropriation by the Legislature, to the Superintendent for purposes of the grant program. The bill would require those local educational agencies to, irrespective of participation in the grant program, submit an annual report to the department on genocide and Holocaust education. By imposing new duties on local educational agencies, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
