Digest KeyBill TextWHEREAS, California has faced historical and catastrophic wildfires and remains in danger of flooding, earthquakes, and other natural disasters, all of which carry the potential to cause serious damage or, even worse, total destruction to private property and homes; andWHEREAS, Following disasters, stressed and strained homeowners are vulnerable to predatory practices from dishonest contractors fraudulently inflating repair or rebuilding costs; andWHEREAS, Predatory practices by contractors ultimately increases costs for consumers by driving up insurance premiums and forcing insurers to reevaluate risk; andWHEREAS, It is imperative that an effective public outreach campaign highlights the various types of contractor fraud schemes to help educate consumers on how to identify and avoid such schemes; andWHEREAS, The National Insurance Crime Bureau encourages Californians to get at least three written estimates, check contractor credentials, and work closely with insurers during the entire rebuilding process. When hiring a contractor, educated and informed consumers are the best prevention against fraud; andWHEREAS, The National Insurance Crime Bureau, in collaboration with its local and state partners in California, including law enforcement, first responders, legislators, and state officials, is committed to educating Californians about predatory practices by dishonest contractors and offers various educational programs on this topic during the fifth annual Contractor Fraud Awareness Week of May 19, 2025, to May 23, 2025; now, therefore, be itResolved by the Senate of the State of California, That the Senate hereby recognizes the week of May 19, 2025, to May 23, 2025, inclusive, as Contractor Fraud Awareness Week throughout the State of California and encourages the citizens of California to become familiar with contractor fraud and to participate in the various programs taking place during the week; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
