18-Be it enacted by the General Assembly of the State of Colorado:
19-SECTION 1. Legislative declaration. (1) The general assembly
20-finds that:
21-(a) According to a 2013 report from the Georgetown University
22-Center on Education and the Workforce, approximately seventy-five percent

33-(b) According to a 2011 longitudinal study funded by the United
34-States Department of Education, national completion rates for students with
35-disabilities in postsecondary education was thirty-eight percent compared
36-to fifty-one percent for students without a reported disability;
37-(c) According to a 2019 report from Colorado State University,
38-students who receive appropriate disability support services and
39-accommodations experience better academic outcomes that support
40-post-graduate employment;
41-(d) To ensure the economic vitality of Colorado, every industry
42-needs access to a skilled workforce, and every Coloradan needs access to
43-sustainable employment;
44-(e) The statewide implementation of universal and inclusive
45-services, supports, and accommodations for students with disabilities can
46-greatly improve cost efficiencies for institutions of higher education,
47-improve access and successful outcomes for all students, and sustain the
48-workforce and economic vitality of Colorado;
49-(f) Students with disabilities must be recognized for who they are
50-and supported to address their needs most effectively; and
51-(g) Colorado does not have statewide data to examine the
52-postsecondary outcomes for students with disabilities, and the lack of
53-information prevents Colorado from connecting students with disabilities
54-to the workforce.
55-(2) Therefore, the general assembly declares that in order to meet
56-the economic demands of Colorado, it is essential to collect significant data
57-and examine the postsecondary services, supports, and accommodations
58-necessary for students with disabilities to improve postsecondary education
59-and career outcomes.
60-SECTION 2. In Colorado Revised Statutes, add article 79 to title
61-23 as follows:

22+The bill requires the department of higher education (department)
23+to submit, as a part of its annual "State Measurement for Accountable,
24+Responsive, and Transparent (SMART) Government Act" hearing, data
25+related to postsecondary outcomes for students with a disability. The
26+department shall gather the data in collaboration with institutions of
27+higher education (institutions).

53+(committee) in the department for the purpose of making
54+recommendations to institutions and the general assembly concerning
55+necessary services and best practices to improve successful outcomes for
56+students with disabilities at institutions. The committee is required to
57+complete and submit a report to the education committees of the house of
58+representatives and the senate by June 15, 2023, and June 14, 2024. The
59+committee is repealed on June 30, 2024.
