15-Be it enacted by the General Assembly of the State of Colorado:
16-SECTION 1. Legislative declaration. (1) The general assembly
17-hereby finds and declares that:
18-(a) The Colorado 2-1-1 collaborative is a safe and trusted service
19-that receives more than one hundred thousand requests for help each year
20-and connects individuals to over seven thousand essential resources and
21-services in their own communities;
22-NOTE: This bill has been prepared for the signatures of the appropriate legislative
23-officers and the Governor. To determine whether the Governor has signed the bill
24-or taken other action on it, please consult the legislative status sheet, the legislative
25-history, or the Session Laws.

29-the act. (b) 2-1-1 is an easy to remember number that allows trained
30-professionals to provide confidential, multilingual support by guiding
31-people to services and solutions available by phone, text, live chat, e-mail,
32-or in-person in some communities;
33-(c) The Colorado 2-1-1 collaborative has the largest, most
34-up-to-date, centralized database of health and human services resources in
35-the rocky mountain region, including child care, access to food, legal
36-services, medical services, rental assistance, and utility support;
37-(d) When the Marshall fire affected communities at the close of
38-2021, Colorado 2-1-1 collaborative staff mobilized quickly to add
39-fire-specific resources to the Colorado 2-1-1 collaborative database and
40-have been supporting individuals and families with immediate needs,
41-including housing options, long-term housing planning, transportation,
42-mental health counseling, and food access; and
43-(e) With additional funding, the Colorado 2-1-1 collaborative can
44-expand its hours of operation, offer statewide chat and text services, allow
45-onsite or walk-in navigation at multiple locations, and promote the
46-Colorado 2-1-1 collaborative through a public awareness campaign.
47-SECTION 2. In Colorado Revised Statutes, 29-11-203, add (4), (5),
48-and (6) as follows:

51+general fund to the department of human services (department) for the
52+issuance of annual grants to the Colorado 2-1-1 collaborative. For the
53+2021-22 fiscal year, the bill requires the general assembly to appropriate
54+$3 million from the general fund to the department for the issuance of a
55+grant to the Colorado 2-1-1 collaborative for technological upgrades.
56+Be it enacted by the General Assembly of the State of Colorado:1

142-collaborative. Any money appropriated in this section not expended prior
143-to July 1, 2022, is further appropriated to administration and finance for the
144-2022-23 state fiscal year for the same purpose.

146-$1,055,645 is appropriated to the department of human services for use by
147-administration and finance. This appropriation is from the general fund.

150-fiscal year for the same purpose. To implement this act, administration and
151-finance may use this appropriation as follows:
152-(a) $55,645 for the Colorado 2-1-1 collaborative, which amount is
