20-Be it enacted by the General Assembly of the State of Colorado:
21-SECTION 1. Legislative declaration. (1) The general assembly
22-finds, determines, and declares that:
23-(a) The state of Colorado is focused on supporting communities to
24-create proven responses to homelessness that are designed to connect
25-people without stable housing to services, care, and housing to help ensure

35-(b) The COVID-19 pandemic has exacerbated Colorado's
36-homelessness and behavioral health crisis. Many communities do not have
37-sufficient responses to address housing and behavioral health needs for their
38-community members.
39-(c) People experiencing homelessness with chronic behavioral
40-health issues face many challenges in accessing long-term treatment and are
41-far more likely to receive care in hospital emergency departments. Without
42-trained and dedicated providers or advocates, people experiencing
43-homelessness often end up in a cycle of expensive treatment with little or
44-no follow-up.
45-(d) Housing and support services are crucial for the safety, health,
46-and well-being of Coloradans. Extensive research shows that housing is an
47-essential social determinant of health. Stable housing improves health
48-outcomes and decreases health-care costs.
49-(2) Therefore, it is the intent of the general assembly to facilitate
50-investments in local communities across the state of Colorado to quickly
51-connect people experiencing homelessness with services, treatment, and
52-temporary and permanent housing to put them on a path to economic
53-self-sufficiency.
54-(3) The general assembly further finds and declares that the grant
55-program described in this act is an important government service.
56-SECTION 2. In Colorado Revised Statutes, add 24-32-732 as
57-follows:

52+The grant program provides grants to local governments and
53+nonprofit organizations to enable those entities to make investments and
54+improvements in their communities or regions of the state to address and
55+respond to the needs of people experiencing homelessness.
56+The bill requires the division to develop policies, procedures, and
57+guidelines governing the administration of the grant program. The bill
58+specifies how grant funding is to be awarded and the eligible uses of grant
59+money awarded under the grant program. The bill specifies requirements
60+for grant recipients.
61+The bill creates the connecting Coloradans experiencing
62+homelessness with services, treatment, and housing supports fund (fund)
63+in the department. The bill specifies requirements pertaining to the
64+administration of the fund. The bill requires a transfer of $105 million
65+from the economic recovery and relief cash fund to the fund to administer
66+the grant program.
67+The bill sets forth specified reporting requirements pertaining to
68+the grant program.
69+The bill requires the department, in conjunction with the
70+department of health care policy and financing, to report to the house of
71+representatives public and behavioral health and human services
72+committee and the senate health and human services committee, and to
73+its committee of reference during its "State Measurement for
74+Accountable, Responsive, and Transparent (SMART) Government Act"
75+hearing, any results, recommendations, and federal implications
76+concerning any supportive housing pilot program currently being
77+administered by the department in conjunction with the department of
78+health care policy and financing.
79+The bill requires the division to report on the activities of the grant
80+program as part of the regular annual public report prepared by the
81+division on affordable and emergency housing spending.

425-SECTION 5. Appropriation. For the 2022-23 state fiscal year,
426-$9,218 is appropriated to the office of the governor for use by the office of
427-information technology. This appropriation is from reappropriated funds
428-received from the department of local affairs from the connecting
429-Coloradans experiencing homelessness with services, recovery care, and
430-housing supports fund created in section 24-32-732 (5)(a), C.R.S., that
431-originate from money the state received from the federal coronavirus state
432-fiscal recovery fund. To implement this act, the office may use this
433-appropriation to provide information technology services for the department
434-of local affairs.
435-SECTION 6. Safety clause. The general assembly hereby finds,
436-PAGE 10-HOUSE BILL 22-1377 determines, and declares that this act is necessary for the immediate
437-preservation of the public peace, health, or safety.
