The bill creates a new state holiday for Juneteenth.  It increases state expenditures 
beginning in the current FY 2021-22.

Summary of Legislation 
The bill creates a new state holiday for Juneteenth, to be observed June 19 each year. 
Background and Assumptions 
The fiscal note assumes that adding a state holiday does not directly affect the salaries of any state 
employee and that the any adjustments to state workflow will be minor.  The fiscal note further 
assumes that state agencies will offer an alternate holiday to employees who are required to work on 
Juneteenth, and that the bill will take effect before Juneteenth, 2022. 
State Expenditures 
The bill increases workload in state agencies to updates policies and payroll systems in the current 
FY 2021-22.  To the extent that state operations must take place on the holiday, expenditures may 
increase to pay for additional staff hours or overtime.  Based on the assumptions above, any increase 
in expenditures is expected to be minimal and will be addressed through the annual budget process, 
as necessary.   Page 2

Local Government  
If a county, municipality, school district, or other local government follows the state’s holiday 
schedule, workload will increase, and expenditures may increase, to manage and change schedules 
and payroll to account for the new holiday. 
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
