No fiscal impact. This bill permits a voter to use the address of a residence that has 
been destroyed or is uninhabitable for the purpose of voter registration.  The bill is 
assessed as having no fiscal impact

The fiscal note reflects the enacted bill. 
Summary of Legislation 
The bill permits a voter to use the address of a residence that has been destroyed or is uninhabitable 
as his or her residence for voter registration, if the voter intends to return once the residence is 
habitable, or to a newly constructed residence. The bill allows the residence provided for motor 
vehicle registration and state income tax purposes to be different than the residence provided for voter 
registration.   
Assessment of No Fiscal Impact 
Permitting a voter to use the address of a home that has been destroyed or is uninhabitable for voter 
registration will not have a material impact on the workload, expenditures, or revenue of the Secretary 
of State, county clerks and recorders, or other local elections officials. For this reason, the bill is 
assessed as having no fiscal impact. 
Effective Date 
The bill was signed into law by the Governor and took effect on April 13, 2022.
