11-ONCERNING AN INITIATIVE TO INCREASE THE NUMBER OF HEALTH -CARE

17-Be it enacted by the General Assembly of the State of Colorado:
18-SECTION 1. Legislative declaration. (1) The general assembly
19-finds and declares that:
20-(a) Nearly three-quarters of Colorado's sixty-four counties are
21-designated as rural or frontier counties by the state office of rural health;
22-(b) Rural and frontier counties have difficulty recruiting and
23-retaining health-care workers;
24-NOTE: This bill has been prepared for the signatures of the appropriate legislative
25-officers and the Governor. To determine whether the Governor has signed the bill
26-or taken other action on it, please consult the legislative status sheet, the legislative
27-history, or the Session Laws.

31-the act. (c) The ongoing COVID-19 pandemic that decimated the
32-health-care workforce across Colorado hit rural areas especially hard, and
33-the associated burnout is causing health-care workers to leave medicine and
34-nursing;
35-(d) The university of Colorado (CU) school of medicine's rural
36-office at the Anschutz medical campus provides a model program for
37-educating health-care professionals that wish to live and work in rural areas.
38-Other institutions that educate health-care professionals can take advantage
39-of the expertise, experience, and infrastructure in place at the CU school of
40-medicine's rural office in order to prepare their health-care students to work
41-in rural or frontier counties.
42-(e) Establishing and funding a limited number of health-care
43-professional rural track programs allows the general assembly to collect
44-data and information on best practices for providing rural-practice-focused
45-education to health-care professionals; and
46-(f) The general assembly can use the lessons learned to later expand
47-the new Colorado rural health-care workforce initiative to other institutions
48-and practice areas to increase the number of health-care professionals
49-practicing in Colorado's rural and frontier counties.

27+initiative (initiative) to expand the number of health-care professionals
28+practicing in Colorado's rural or frontier counties. As part of the initiative,

48+and operate a health-care professionals rural track within any health-care
49+professional education program offered by the institution.
50+A rural track must set aside seats in its health-care professional
51+education program for students who express an interest in studying and
52+working in a rural or frontier county, offer didactic curriculum related to
53+practicing the health-care discipline in rural or frontier counties, place
54+students in rural or frontier counties for hands-on instruction and training,
55+and award scholarships to students in the rural track. In order to receive
56+a scholarship, a student must commit to working as a health-care
57+professional in a rural or frontier county for 2 years after completing
58+education and training.
59+The rural office at the university of Colorado's school of medicine
60+(rural program office) provides technical assistance to the institutions
61+operating a rural track regarding recruiting and admitting students
62+committed to working in rural areas and identifying rural or frontier
63+counties in which students may be placed for clinical training. The rural
64+program office also facilitates, arranges, or advises an institution about
65+arranging housing for students placed in a rural or frontier county. The
66+rural program office must provide, without charge, to institutions
67+operating a rural track, didactic curriculum related to practicing in rural
68+or frontier counties. The bill requires the rural program office to annually
69+evaluate the effectiveness of the initiative and report to the general
70+assembly's education committees about the initiative.
71+The bill requires the general assembly to annually appropriate
72+$150,000 to the rural program office to support institutions that operate
73+a rural track. For state fiscal year 2022-23, the general assembly is
74+required to appropriate up to $400,000 to certain institutions to establish
75+or expand rural tracks in 12 programs specified in the bill.

443-SECTION 4. Appropriation. (1) For the 2022-23 state fiscal year,
444-$1,135,000 is appropriated to the department of higher education. This
445-appropriation is from the general fund. To implement this act, the
446-department may use this appropriation for the college opportunity fund
447-program to be used for limited purpose fee-for-service contracts with state
448-institutions.
449-(2) For the FY 2022-23 state fiscal year $1,135,000 is appropriated
450-to the department of higher education. This appropriation is from
451-reappropriated funds received from the limited purpose fee-for-service
452-contracts with state institutions under subsection (1) of this section. To
453-implement this act, the department may use this appropriation as follows:
454-(a) $65,000 for the trustees of Adams state university for allocation
455-to its nursing program;
456-(b) $65,000 for the trustees of Colorado Mesa university for
457-allocation to its nursing program;
458-(c) $65,000 for the trustees of Metropolitan state university of
459-Denver for allocation to its nursing program;
460-(d) $65,000 for the trustees of Western Colorado university for
461-allocation to its behavioral science in rural community health program;
462-(e) $65,000 for the board of governors of the Colorado state
463-university system for allocation to Colorado state university Pueblo for its
464-school of nursing;
465-(f) $65,000 for the trustees of Fort Lewis college for allocation to
466-its nursing program;
467-(g) $550,000 for the regents of the university of Colorado, which
468-amount includes $225,000 for allocation to the health sciences center for the
469-rural program office, $65,000 for allocation to the health sciences center for

471-center for the school of medicine for the doctor of medicine program,

475-allocation to the Colorado school of public health operated by the university
476-of Colorado, Colorado state university, and the university of Northern

478-(h) $65,000 for the university of Northern Colorado for allocation
479-to its school of nursing; and
480-(i) $130,000 for the state board for community colleges and
481-occupational education state system community colleges, which amount
482-includes $65,000 for allocation to Morgan community college for its
483-nursing program and $65,000 for allocation to Trinidad state college for its
484-nursing program.
485-(3) For the 2022-23 state fiscal year, $65,000 is appropriated to the
486-department of higher education. This appropriation is from the general fund.
487-To implement this act, the department may use this appropriation for
488-Colorado mountain college for allocation to its nursing program.
489-SECTION 5. Safety clause. The general assembly hereby finds,
