The bill renames the area agency on aging grant program to the
strategic investments in aging grant program (grant program). The grant
program administers state assistance to finance projects across the state
that are intended to assist and support older Coloradans.
The bill extends the grant program indefinitely to continue the

Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 26-11-208, amend2
(1), (2) introductory portion, (2)(e), (3), (5)(a), (5)(c), and (5)(d); repeal3
(6); and add (2)(g) and (2)(h) as follows:4
26-11-208.  Strategic investments in aging grant program -5
fund created - report - definitions. (1)  As used in this section, unless6
the context otherwise requires:7
(a)  "Eligible organization" means an area agency on aging, as8
defined in section 26-11-201, 
AND OTHER ENTITIES THE STATE9
DEPARTMENT DETERMINES APPROPRIATE TO ADVANCE STRATEGIES AND10
INVESTMENTS ALIGNED WITH THE STRATEGIC ACTION PLAN ON AGING ,11
DEVELOPED PURSUANT TO SECTION 24-32-3406, AS THE SECTION EXISTED12
PRIOR TO JULY 1, 2022, AND THE STATE PLAN ON AGING DESCRIBED13
PURSUANT TO SECTION 26-11-203 (1).14
(b)  "Fund" means the area agency on
 STRATEGIC INVESTMENTS IN15
aging cash fund created in subsection (5) of this section.16
(c)  "Grant program" or "program" means the area agency on17
STRATEGIC INVESTMENTS IN aging grant program created in subsection (2)18
of this section.19
(2)  The area agency on STRATEGIC INVESTMENTS IN aging grant20
program is established in the state office. The state office shall establish21
and administer the grant program. The purpose of the grant program is to22
provide state assistance received in the form of grant awards to finance23
various projects across the state that are intended to assist and support24
older Coloradans. The grant program is intended to support projects that25
185-2- promote the health, EQUITY, well-being, and security of older Coloradans1
across the state 
THAT ARE CONSISTENT WITH THE RECOMMENDATIONS OF2
THE STRATEGIC ACTION PLAN ON AGING , DEVELOPED PURSUANT TO3
SECTION 24-32-3406, AS THAT SECTION EXISTED PRIOR TO JULY 1, 2022,4
AND THE STATE PLAN ON AGING DESCRIBED PURSUANT TO SECTION5
26-11-203
 (1), including:6
(e)  Home modification programs; and
7
(g)  C
OMMUNITY ASSESSMENTS , DATA COLLECTION , AND8
RESEARCH; AND9
(h)  P
ILOT PROGRAMS AND DEMONSTRATION PROJECTS .10
(3) (a)  By October 31, 2021,
 The state office shall: collaborate11
with area agencies on aging described in section 26-11-204 to:12
(I)  Adopt policies and procedures for the administration of the13
program;14
(II)  Establish and publicize criteria for the program; and CREATE15
APPLICATION PROCEDURES BY WHICH ELIGIBLE ORGANIZATIONS MAY16
APPLY FOR AND RECEIVE GRANT MONEY FROM THE GRANT PROGRAM ;17
(III)  Create application procedures by which eligible organizations18
may apply for and receive money from the program. ESTABLISH CRITERIA19
FOR THE SELECTION OF APPLICATIONS; AND20
(IV)  C
OORDINATE WITH THE COLORADO ENERGY OFFICE, CREATED21
IN SECTION 24-38.5-101, ON INCENTIVES AND POTENTIAL INVESTMENTS22
THAT ALIGN WITH THE GREENHOUSE GOALS DESCRIBED IN SECTION23
25-7-102
 TO INCREASE ENERGY EFFICIENCY AND RENEWABLE ELECTRICITY24
IN BUILDINGS USED BY OLDER COLORADANS AND THE USE OF ELECTRIC25
VEHICLES FOR TRANSPORTING OLDER COLORADANS.26
(b)  On or before January 1, 2022, the state office shall:

-3- (I)  Begin accepting grant applications; and1
(II)  Verify that each accepted application meets the criteria2
established in subsection (3)(a) of this section.3
(c)  In making an award, the state office shall specify the amount4
of each grant.5
(d) (b)  During the 2023 regular legislative session BEGINNING IN6
J
ANUARY 2023, AND EVERY JANUARY THEREAFTER, the state department7
shall include in its report to the committees of reference pursuant to the8
"State Measurement for Accountable, Responsive, and Transparent9
(SMART) Government Act" hearing required by section 2-7-20310
information from the state office regarding the grant program, as set forth11
in this subsection (3), prior to its repeal in 2022,
 including information on12
the type of projects financed by grant awards, the amount of money13
awarded to each project, and where those projects were conducted and the14
program's impact on the health, 
EQUITY, well-being, and security of older15
Coloradans.16
(5) (a)  There is created in the state treasury the area agency on
17
STRATEGIC INVESTMENTS IN aging cash fund. The fund consists of money18
appropriated to the fund by the general assembly.19
(c)  Any unexpended and unencumbered money in the fund at the20
end of 
THE fiscal year 2021-22
 remains in the fund and is not transferred21
to the general fund or any other fund. except that any remaining money22
in the fund as of December 31, 2022, shall be credited to the general fund23

OTWITHSTANDING THE PROVISIONS OF SECTION 24-36-114, ALL INTEREST24
DERIVED FROM THE DEPOSIT AND INVESTMENT OF MONEY IN THE FUND IS25
CREDITED TO THE FUND.26
(d)  Subject to annual appropriation by the general assembly, the

-4- state office may expend money from the fund for the purpose of1
implementing this section, including any direct and indirect costs. The2
state office may only expend three percent of the money on administrative3
costs MONEY IN THE FUND IS CONTINUOUSLY APPROPRIATED TO THE STATE4
DEPARTMENT TO FUND PROGRAMS AND PROJECTS CONSISTENT WITH THIS5
SECTION. THE STATE DEPARTMENT MAY EXPEND MONEY FROM THE FUND6
FOR THE PURPOSE OF IMPLEMENTING THIS SECTION , INCLUDING ANY7
DIRECT AND INDIRECT COSTS.8
(6)  This section is repealed, effective December 31, 2022.9
SECTION 2. Safety clause. The general assembly hereby finds,10
determines, and declares that this act is necessary for the immediate11
preservation of the public peace, health, or safety.12
