12	12		WHEREAS, Too many families grieve, hope, and continue to1
13	13		search for missing family members; and2
14	14		WHEREAS, The awareness, support, and efforts of citizens,3
15	15		media, and law enforcement related to the search for missing persons4
16	16		must continue; and5
17	17		WHEREAS, The public plays a critical role in the success of the6
18	18		AMBER and other alert programs; they become the eyes and ears of law7
19	19		enforcement and can be on the lookout for missing persons; and8
20	20		WHEREAS, The common misconception that a person must be9
21	21		absent for at least twenty-four hours before being legally classified as10
22	22		missing is dangerous; when there is evidence of violence or of an unusual11
23	23		absence, it is critical that an investigation begin promptly; and12
24	24		WHEREAS, New advances in technology must be utilized and13
25	25		made available to locate the missing; and14

37	31		well-being of its citizens, both children and adults; and2
38	32		WHEREAS, The designation of Missing Persons Day in Colorado3
39	33		will firmly embed the importance of missing persons and their families4
40	34		and friends in our state calendar and will raise a level of awareness with5
41	35		other cities and states that have already designated a Missing Persons6
42	36		Day; and7
43	37		WHEREAS, The designation of Missing Persons Day in Colorado8
44	38		offers a platform to plan events that will connect families with resources9
45	39		to help identify and find their missing loved ones; and10
46	40		WHEREAS, Each year in the United States, hundreds of thousands11
47	41		of families are faced with what President Ronald Reagan called "the stark12
48	42		terror of a unique tragedy" - a missing family member; and13
49	43		WHEREAS, On December 31, 2021, the FBI reported 93,71814
50	44		active missing persons in the United States, a large portion of them15
51	45		juveniles under the age of 21; and16
52	46		WHEREAS, Children and adults go missing for a number of17
53	47		reasons: They run or wander away and become lost; they disappear under18
54	48		circumstances indicating that their disappearance may not have been19
55	49		voluntary; or they go missing under suspicious circumstances, indicating20
56	50		that they may be in physical danger or the victims of foul play; and21
57	51		WHEREAS, In 2002, Colorado Governor Bill Owens signed22
58	52		House Bill 02-1083, establishing the AMBER (America's Missing:23
59	53		Broadcast Emergency Response) Alert Program in Colorado; named for24
60	54		nine-year-old Amber Hagerman, who was abducted and killed in Texas25
61	55		in 1996; the program ensures that local law enforcement agencies can use26
62	56		Colorado's Emergency Alert System to broadcast information to citizens27
63	57		about missing children; and28
64	58		WHEREAS, Since 1996, AMBER Alerts have successfully29
65	59		recovered 1,085 children in the United States; 97 have been recovered30
66	60		with the assistance of the Wireless Emergency Alert system; and31
67	61		WHEREAS, In 2021 alone, the National Center for Missing and32
68	62		Exploited Children assisted law enforcement and families in the United33

70	64		-2- States with more than 27,758 cases of missing children; the organization1
71	65		lists 126 active missing child cases in Colorado, with posters circulating2
72	66		on more than 60 of those cases; all disappeared from their families when3
73	67		they were children; some have been missing for decades; and4

75	69		WHEREAS, The designation of Missing Persons Day in Colorado6
76	70		helps to ensure that the families and friends of the missing know that they7
77	71		are not alone in this tragedy of uncertainties and lack of closure, which8
78	72		leads to extreme suffering and long-lasting effects on the health, finances,9
79	73		and relationships of those left behind; and10
80	74		WHEREAS, Every missing person is someone's child, father or11
81	75		mother, sibling, partner, or friend, and every missing person deserves to12
82	76		be searched for and found; now, therefore,13
83	77		Be It Resolved by the Senate of the Seventy-third General14
84	78		Assembly of the State of Colorado:15
85	79		(1) That we, the members of the General Assembly, recognize the16
86	80		epidemic of the missing in America as "The Silent Mass Disaster" and17
87	81		empathize with the ongoing suffering of the families and friends of those18
88	82		who are missing;19
89	83		(2) That we recognize the importance of raising awareness of the20
90	84		number of people who go missing in Colorado each year;21
91	85		(3) That we applaud the committed efforts of families, law22
92	86		enforcement agencies, and concerned citizens who work to locate missing23
93	87		persons;24
94	88		(4) That we encourage the continued support of worthy initiatives25
95	89		and private and public programs to increase efforts to locate missing26
96	90		persons;27
97	91		(5) That we hereby designate February 4 of each year as Missing28
98	92		Persons Day and support the goals and ideals of the day; and29
99	93		(6) That we acknowledge the names, and the families, of the30
