10-ONCERNING MODIFICATIONS TO THE AGRICULTURAL WORKFORCE

14-Be it enacted by the General Assembly of the State of Colorado:
15-SECTION 1. Legislative declaration. (1) The general assembly
16-finds and declares that:
17-(a) Finding qualified and trained agricultural employees, especially
18-young and beginning farmers and ranchers, remains a significant challenge
19-for farmers, ranchers, and agricultural businesses;
20-(b) Internships are a recognized way to build a talent pipeline and
21-career pathway to provide young and beginning farmers and ranchers
22-NOTE: This bill has been prepared for the signatures of the appropriate legislative
23-officers and the Governor. To determine whether the Governor has signed the bill
24-or taken other action on it, please consult the legislative status sheet, the legislative
25-history, or the Session Laws.

30-(c) The agricultural workforce development program was
31-established in 2018 to find and train interns for Colorado farmers, ranchers,
32-and agricultural businesses and to begin building a well-trained workforce
33-for Colorado's agricultural industry;
34-(d) The agricultural workforce development program provides
35-financial incentives to farmers, ranchers, and agricultural businesses to hire
36-interns and provide the interns with the hands-on training and experience
37-needed to pursue a career in agriculture;
38-(e) The agricultural workforce development program has been
39-instrumental in training young and beginning farmers and ranchers and in
40-developing an experienced agricultural workforce, but the program is
41-currently scheduled for repeal in July 2024;
42-(f) By extending the duration of internships from six months to up
43-to one year, the agricultural workforce development program can provide
44-additional, year-round training and experience to interns and provide
45-farmers, ranchers, and agricultural businesses well-trained help throughout
46-different agricultural seasons; and
47-(g) Additionally, by extending the scheduled repeal date for the
48-agricultural workforce development program, the program will continue to
49-serve Colorado's farmers, ranchers, agricultural businesses, and the next
50-generation of agriculturalists.
51-SECTION 2. In Colorado Revised Statutes, 35-1-104.5, amend (2)
52-introductory portion, (2)(b)(II), and (4) as follows:
53-35-1-104.5. Agricultural workforce development program -
54-legislative declaration - creation - rules - repeal. (2) The commissioner
55-shall promulgate rules by January 1, 2019,
56- creating the agricultural
57-workforce development program to provide incentives to agricultural
58-businesses to hire interns through partial reimbursement of internship costs.
59-The rules must specify, at a minimum:
60-(b) The criteria for an internship to qualify under the program,
61-including the following:
62-PAGE 2-HOUSE BILL 23-1094 (II) The internship cannot exceed six months ONE YEAR in duration
63-per intern;
64-(4) This section is repealed, effective July 1, 2024 JULY 1, 2029.
65-SECTION 3. Safety clause. The general assembly hereby finds,
66-determines, and declares that this act is necessary for the immediate
67-preservation of the public peace, health, or safety.

23+The bill makes the following changes to the agricultural workforce
24+development program (program):
25+! Allows internships under the program to last for up to one
26+year in duration; and
27+! Extends the repeal date of the program by 7 years to July 1,
28+2031.
