52+the appropriation to $10 million.
53+The bill requires a school district or charter school participating in
54+the program to receive 120% of the per-pupil amount for each pupil who
55+is eligible for free or reduced-price lunch and who successfully earned an
56+industry certificate by completing a qualified industry-credential program,
57+a qualified workplace training program, or a qualified advanced
58+placement course.
59+The bill authorizes a participating school district or participating
60+charter school to contract with a third party to provide specified services
61+under the program.
62+The bill extends the repeal date from September 1, 2024, to
63+September 1, 2034.
64+Be it enacted by the General Assembly of the State of Colorado:1
65+SECTION 1. In Colorado Revised Statutes, 22-54-138, amend2

49-industry pre-apprenticeship program, or any other industry apprenticeship
50-or pre-apprenticeship program that is identified by the Colorado work force
51-development council as provided in subsection (3) of this section.
52-(2) There is created the career development success program in the
53-department of education to provide financial incentives for participating
54-districts,
55-A PARTICIPATING BOARD OF COOPERATIVE SERVICES , and
56-participating charter schools to encourage pupils enrolled in grades nine
57-through twelve to enroll in and successfully complete qualified
58-industry-credential programs; qualified workplace training programs; and
59-qualified advanced placement courses. For the 2017-18 budget year and
60-each budget year thereafter, each participating district,

68111 (4) (a) Each district,
69112 EACH BOARD OF COOPERATIVE SERVICES , and
70-each charter school may decide annually whether to participate in the career
71-development success program. If a district chooses not to participate in the

73-participate in the program, the nonparticipating district shall report the
74-participating charter school pupil enrollments to the department of
75-education as provided in this subsection (4) on behalf of the participating
76-charter school and distribute to the participating charter school one hundred
77-percent of the money received on behalf of the pupils enrolled in the
78-participating charter school as provided in subsection (5) of this section.
79-(b) By June 30, 2017, and by June 30 each year thereafter, each
80-participating district, each nonparticipating district on behalf of its

114+each charter school may decide annually whether to participate in the26
115+career development success program. If a district chooses not to27

117+-3- participate in the program but a charter school that is authorized by the1
118+district chooses to participate in the program, the nonparticipating district2

120+department of education as provided in this subsection (4) on behalf of4

122+school one hundred percent of the money received on behalf of the pupils6

125+(b) By June 30, 2017, and by June 30 each year thereafter, each9
126+participating district, each nonparticipating district on behalf of its10

102-reduced-price lunch pursuant to the federal "Richard B. Russell National
103-School Lunch Act", 42 U.S.C. sec. 1751 et seq." IDENTIFIED AS AT-RISK DUE
104-TO ECONOMIC DISADVANTAGE IN THE STATE SCHOOL FINANCE FORMULA

106-(d) A pupil successfully completes a qualified industrypre-apprenticeship program if the student completes the course
107-requirements of the program with a passing grade and is accepted into an
108-industry apprenticeship program as a registered apprentice.
109-(5) (a) Beginning in the 2017-18 2023-24 budget year and each
110-budget year thereafter, the general assembly shall annually appropriate at
111-least one
112- NINE million FIVE HUNDRED THOUSAND dollars to the department
113-of education for the career development success program. The department
114-shall distribute the money as provided in this subsection (5).

180+(II) Notwithstanding the provisions of subsection (5)(b)(I) of this24
181+section, if the amount appropriated is insufficient to fully fund the total25
182+number of completed industry certificates eligible for distribution under26
183+subsection (5)(b)(I) of this section, the department of education shall27

187+the deficit bears to the amount required to fully fund the total number of3
188+completed industry certificates eligible for distribution under subsection4
189+(5)(b)(I) of this section.5
190+(c) In a budget year in which there is money remaining in the6
191+appropriation made pursuant to subsection (5)(a) of this section after7
192+distributing the money as provided in subsection (5)(b) of this section, the8
193+department of education shall distribute to each district,

196+COOPERATIVE SERVICES, and to the institute an amount equal to one10
197+thousand dollars multiplied by the number of pupils reported by the11
198+district or the institute as successfully completing a qualified workplace12
199+training program; except that, if the amount remaining is insufficient to13

201+education shall reduce the amount distributed to each district,

328-that, if a referendum petition is filed pursuant to section 1 (3) of article V
329-of the state constitution against this act or an item, section, or part of this act
330-within such period, then the act, item, section, or part will not take effect
331-unless approved by the people at the general election to be held in
