ONCERNING STANDARDS FOR PRODUCTS REPRESENTED AS COMPOSTABLE
IN THE STATE
, AND, IN CONNECTION THEREWITH , MAKING AN

Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, add part 8 to article 17
of title 25 as follows:

BIODEGRADATION OF PLASTIC MATERIALS IN SOIL", AS THAT STANDARD
EXISTED AS OF 
JANUARY 1, 2019.
(2)  "ASTM
 D6400" MEANS THE ASTM INTERNATIONAL STANDARD
D6400 ENTITLED "STANDARD SPECIFICATION FOR LABELING OF PLASTICS
DESIGNED TO BE AEROBICALLY COMPOSTED IN MUNICIPAL OR INDUSTRIAL
FACILITIES", AS THAT STANDARD EXISTED AS OF JANUARY 1, 2019.

25-17-806.  Education and outreach - complaint forum. (1)  T

DEPARTMENT SHALL

CONDUCT EDUCATION AND OUTREACH ACTIVITIES TO INFORM RETAIL
ESTABLISHMENTS
, CONSUMERS, PRODUCERS, AND RETAILERS ABOUT THE
REQUIREMENTS AND PROHIBITIONS OF THIS PART

'S OFFICE.
SECTION 2. Appropriation. For the 2023-24 state fiscal year,
$26,250 is appropriated to the department of public health and environment
for use by the hazardous materials and waste management division. This
appropriation is from the general fund and is based on an assumption that
the division will require an additional 0.4 FTE. To implement this act, the
division may use this appropriation for the solid waste control program.
SECTION 3. Act subject to petition - effective date. This act
takes effect at 12:01 a.m. on the day following the expiration of the
ninety-day period after final adjournment of the general assembly; except
that, if a referendum petition is filed pursuant to section 1 (3) of article V
of the state constitution against this act or an item, section, or part of this act
within such period, then the act, item, section, or part will not take effect
unless approved by the people at the general election to be held in
PAGE 10-SENATE BILL 23-253 November 2024 and, in such case, will take effect on the date of the official
declaration of the vote thereon by the governor.
