2121 The bill creates the property tax task force (task force). The task
2222 force consists of both members of the general assembly and individuals
2323 who are not members of the general assembly. The purpose of the task
2424 force is to develop a permanent and sustainable tax structure for the state
2525 of Colorado.
2626 The task force is required to:
2727 ! Convene by July 15, 2023;
2828 ! Meet at least 4 times in its first year and at least 8 times

4242 Be it enacted by the General Assembly of the State of Colorado:1
4343 SECTION 1. Legislative declaration. (1) The general assembly2
4444 finds and declares that:3
4545 (a) Historic growth in property values has resulted in burdensome4
4646 property tax increases for homeowners, contributing to an increase in the5
4747 cost of housing;6
4848 (b) With the total assessed value of residential property expected7
4949 to increase thirty-eight and five-tenths percent from seventy-one billion8
5050 dollars to ninety-eight billion three hundred thousand dollars between9
5151 2021 and 2025, it's important that leaders come together to work toward10
5252 developing a property tax structure that balances the needs of11
5353 homeowners and the community;12
5454 (c) The state of Colorado has a long tradition of respecting local13
5555 control; in furtherance of that tradition, the general assembly declares that14
5656 buy-in and involvement from individuals with an intimate understanding15
5757 of the needs of their communities will be crucial in realizing its goal to16
5858 develop a permanent and sustainable property tax structure for the state17
5959 of Colorado; and18
6060 (d) There exists a disparity between the property taxes owed by19
6161 the owners of residential properties and the owners of other properties,20
6262 and this disparity must be cured if Colorado wishes to uphold its21
6363 reputation as a business-friendly state.22
