17-Be it enacted by the General Assembly of the State of Colorado:
18-SECTION 1. In Colorado Revised Statutes, 2-3-1203, add (21);
19-and repeal (15)(a)(VII) as follows:
20-2-3-1203. Sunset review of advisory committees - legislative
21-declaration - definition - repeal. (15) (a) The following statutory
22-authorizations for the designated advisory committees are scheduled for
23-repeal on September 1, 2024:
24-(VII) The Colorado state advisory council for parent involvement
25-NOTE: This bill has been prepared for the signatures of the appropriate legislative
26-officers and the Governor. To determine whether the Governor has signed the bill
27-or taken other action on it, please consult the legislative status sheet, the legislative

41-HIS SUBSECTION (21) IS REPEALED, EFFECTIVE SEPTEMBER 1,

43-SECTION 2. In Colorado Revised Statutes, 22-7-303, amend (2)(c)
44-and (2)(d); and add (2)(e) as follows:
45-22-7-303. Colorado state advisory council for parent
46-involvement in education - created - membership. (2) The council shall
47-consist of the following members:
48-(c) Two persons appointed by the executive director of the
49-department of higher education; and
50-(d) A representative of the department of human services appointed
51-by the executive director of said THE department OF HUMAN SERVICES; AND
52-(e) A REPRESENTATIVE OF THE DEPARTMENT OF EARLY CHILDHOOD

56-SECTION 3. In Colorado Revised Statutes, 22-7-304, amend
57-(1)(c), (1)(g), and (1)(h); and add (1)(i) as follows:
58-22-7-304. Council - advisory duties - technical assistance -
59-report. (1) The council shall inform, at a minimum, the early childhood
60-councils, public schools, school districts, the state charter school institute,
61-the department, the state board, the department of higher education, the
62-Colorado commission on higher education, and the governing boards for the
63-state institutions of higher education concerning best practices and
64-strategies, aligned with the national standards for family-school
65-partnerships, for increasing parent involvement in public education and
66-promoting family and school partnerships, including but not limited to best
67-PAGE 2-HOUSE BILL 24-1255 practices and strategies in the following areas:
68-(c) Involving parents in response to intervention programs A
69-MULTI
70--TIERED SYSTEM OF SUPPORTS in public schools and school districts;
71-(g) Creating and implementing family-to-school liaison positions;

73-(h) Establishing and implementing school-based parent information
74-resource centers ADVISING EDUCATOR PREP ARATION PROGRAMS ABOUT
75-BEST PRACTICES FOR INCLUDING RESEARCH
76--BASED FAMILY ENGAGEMENT
77-STRATEGIES IN COURSEWORK AND PROGRAM REQUIREMENTS

79-(i) PROVIDING FEEDBACK TO STATE AGENCIES AND OTHER
80-ORGANIZATIONS ABOUT PUBLICLY AVAILABLE TOOLS AND RESOURCES THAT

83-SECTION 4. In Colorado Revised Statutes, 22-7-306, amend (1)
84-as follows:
85-22-7-306. Repeal of part. (1) This part 3 is repealed, effective
86-September 1, 2024
87- 2030.
88-SECTION 5. Appropriation. For the 2024-25 state fiscal year,
89-$33,364 is appropriated to the department of education for use by school
90-quality and support. This appropriation is from the general fund. To
91-implement this act, the division may use this appropriation for
92-accountability and improvement planning.
93-SECTION 6. Act subject to petition - effective date. This act
94-takes effect at 12:01 a.m. on the day following the expiration of the
95-ninety-day period after final adjournment of the general assembly; except
96-that, if a referendum petition is filed pursuant to section 1 (3) of article V
97-of the state constitution against this act or an item, section, or part of this act
98-within such period, then the act, item, section, or part will not take effect
99-unless approved by the people at the general election to be held in
100-PAGE 3-HOUSE BILL 24-1255 November 2024 and, in such case, will take effect on the date of the official
101-declaration of the vote thereon by the governor.
