24+The bill authorizes the department of education to commission a
25+financial study (study) with an independent contractor to analyze the costs
26+to provide students the opportunity to obtain college credits, industry
27+credentials, and work-based learning experiences. The study must also
28+include an analysis on the effects of consolidating certain postsecondary

52+charter schools, and boards of cooperative services (local education
53+providers).
54+The bill requires the office of information technology (office) to
55+build, or contract with a third-party vendor to build, the Colorado
56+statewide longitudinal data system (data system) to establish a consistent,
57+appropriate, secure, and legal means of data sharing and connecting
58+multiple data sets into the data system to support effective state
59+investments, inform policy research, and assist Colorado citizens in
60+making choices related to their education and training pathways. The
61+office shall work with contributing state agencies, local education
62+providers, institutions of higher education, partner entities, and
63+policymakers.
64+The bill creates the Colorado state longitudinal data system
65+governing board (governing board) to support the office with the
66+development and implementation of the data system. The governing board
67+is required to convene the systems build and implementation interagency
68+advisory group and the sustainability interagency advisory group to
69+support and advise the governing board on the technical development,
70+implementation, use, and function of the data system.
71+The bill requires the office to submit an interim report on January
72+15, 2025, and an annual report on education and workforce readiness
73+beginning April 15, 2026, and each April 15 thereafter, to the general
74+assembly, the state board of education, and the governor summarizing the
75+education and workforce outcomes and postsecondary and workforce
76+programs using the data system.
