2222 Section 1 of the bill requires state agencies to prioritize awarding

3838 The bill requires a local government to provide the Colorado
3939 energy office (office) with the climate action element and then requires
4040 the office to deliver a copy of any climate element it receives to the
4141 department of local affairs, the Colorado department of transportation
4242 (CDOT), and any other state agency that the office determines.
4343 Section 4 requires CDOT to coordinate with metropolitan planning
4444 organizations to establish criteria that define growth corridors and
4545 identify these growth corridors. Having identified these growth corridors,
4646 the department and metropolitan planning organizations shall coordinate
4747 with local governments to develop transportation demand management
4848 plans for these growth corridors.
4949 Section 5 makes 2 changes related to the statewide transportation
5050 plan. First, the bill requires the statewide transportation plan to include:
5151 ! An examination of the impact of transportation decisions
5252 on land use patterns;
5353 ! The identification of highway segments where promotion
5454 of context-sensitive highway permitting and design can
5555 encourage the development of dense, walkable, and
5656 mixed-use neighborhoods in transit-oriented centers and
5757 neighborhood centers; and
5858 ! An emphasis on integrating planning efforts within CDOT
5959 to support multimodal transportation, neighborhood
6060 centers, and transit-oriented centers in infill areas as well
6161 as growth corridors through the associated transportation
6262 demand management corridor planning.
6363 Second, the bill requires CDOT to conduct a study in connection with the
6464 statewide transportation plan that identifies:
6565 ! Policy barriers and opportunities for the implementation of
6666 context-sensitive design, complete streets, and
6767 pedestrian-bicycle safety measures in locally-identified
6868 urban centers and neighborhood centers; and
6969 ! The portions of state highways that pass through locally
7070 identified transit-oriented centers and neighborhood centers
7171 that are candidates for context-sensitive design, complete
7272 streets, and pedestrian-bicycle safety measures.

364364 SECTION 6. Act subject to petition - effective date. This act7
365365 takes effect at 12:01 a.m. on the day following the expiration of the8
366366 ninety-day period after final adjournment of the general assembly; except9
367367 that, if a referendum petition is filed pursuant to section 1 (3) of article V10
368368 of the state constitution against this act or an item, section, or part of this11
369369 act within such period, then the act, item, section, or part will not take12
370370 effect unless approved by the people at the general election to be held in13
371371 November 2024 and, in such case, will take effect on the date of the14
372372 official declaration of the vote thereon by the governor.15
