14-SECTION 1. In Colorado Revised Statutes, add 42-3-271 as
15-follows:

25+The bill creates the Colorado agriculture license plate. In addition
26+to the normal fees for a license plate, a person must pay 2 additional
27+one-time fees, one in the amount of $25 and one in the amount of $50, for
28+the issuance of the plate. The $25 fee is credited to the Colorado DRIVES
29+vehicle services account. Of the $50 fee, $25 is credited to the highway

89-SECTION 2. In Colorado Revised Statutes, amend 42-3-312 as
90-follows:
91-42-3-312. Special license plate surcharge. In addition to any other
92-fee imposed by this article 3, an applicant for a special license plate created
93-by rule in accordance with section 42-3-207, as the section existed when the
94-plate was created, personalized plates issued under section 42-3-211, or
95-special license plates issued under sections 42-3-212 to 42-3-214, sections
96-42-3-217 to 42-3-218, sections 42-3-221 to 42-3-234, sections 42-3-237 to
97-42-3-258, sections 42-3-260 to 42-3-265, 42-3-267, 42-3-268, and section
98-42-3-269 AND SECTIONS 42-3-267 TO 42-3-271 shall pay an issuance fee of
99-twenty-five dollars; except that the fee is not imposed on special license
100-plates exempted from additional fees for the issuance of a military special
101-license plate by section 42-3-213 (1)(b)(II). The department shall transfer
102-the money from the fee to the state treasurer, who shall credit it to the
103-Colorado DRIVES vehicle services account created in section 42-1-211 (2).
104-SECTION 3. Appropriation. (1) For the 2024-25 state fiscal year,
105-$15,775 is appropriated to the department of revenue. This appropriation is
106-from the Colorado DRIVES vehicle services account in the highway users
107-tax fund created in section 42-1-211 (2), C.R.S. To implement this act, the
108-department may use this appropriation as follows:
109-(a) $1,225 for use by the executive director's office for personal
110-services related to administration and support;
111-(b) $1,782 for payments to OIT;
112-(c) $864 for use by the division of motor vehicles for personal
113-services related to vehicle services; and
114-(d) $11,904 for DRIVES maintenance and support.
115-(2) For the 2024-25 state fiscal year, $17,431 is appropriated to the
116-department of revenue for use by the division of motor vehicles. This
117-appropriation is from the license plate cash fund created in section 42-3-301
118-(1)(b), C.R.S. To implement this act, the division may use this appropriation
119-for license plate ordering.
120-PAGE 3-HOUSE BILL 24-1369 SECTION 4. Act subject to petition - effective date. This act
121-takes effect at 12:01 a.m. on the day following the expiration of the
122-ninety-day period after final adjournment of the general assembly; except
123-that, if a referendum petition is filed pursuant to section 1 (3) of article V
124-of the state constitution against this act or an item, section, or part of this act
125-within such period, then the act, item, section, or part will not take effect
126-unless approved by the people at the general election to be held in
127-November 2024 and, in such case, will take effect on the date of the official
128-declaration of the vote thereon by the governor.
