52+provision will maximize federal funding.
53+The bill requires the department to annually establish options for,
54+and communicate the options to, school food authorities to maximize
55+federal funding. A school food authority that chooses an option other than
56+those established by the department will not receive healthy school meals
57+for all program funding and must use other eligible funding sources to
58+cover the costs of serving free meals to all students at the schools of the
59+school food authority.
60+The bill delays the implementation of the local food purchasing
61+grant, the wage increase or stipend program for school meals food
62+preparation and service employees (wage increase or stipend program),
63+and the local school food purchasing technical assistance and education
64+grant program until the 2025-26 budget year.
65+The bill requires the department to create a policy for school food
66+authorities to maximize the collection of household income application
67+forms for the national school lunch program to increase federal funding
68+for the program. School food authorities that choose to participate in the
69+program shall apply the policy to maximize the collection of household
70+income application forms.
71+The bill creates the healthy school meals for all program technical
72+advisory group (advisory group). As soon as practicable, the department
73+shall convene the advisory group. The advisory group shall collaborate
74+with school districts, the office of state planning and budgeting, and other
75+interested parties to:
76+! Identify ways to maximize federal reimbursements;
77+! Reduce costs of the program;
78+! Review cost-savings options, including minimizing food
79+waste;
80+! Strengthen the long-term resiliency of the healthy school
81+meals for all cash fund;
82+! Create model revenue scenarios;
83+! Provide options and recommendations to balance program
84+revenues and expenditures; and
85+! Draft a report with legislative and administrative
86+recommendations and submit it to the education
87+committees of the house of representatives and the senate,
88+or any successor committees; the joint budget committee;
89+the state board of education; and the governor.
90+On January 1, 2024, the local school food purchasing program
91+(purchasing program) and the local school food purchasing technical
92+assistance and education grant program (grant program) repealed. The bill
93+recreates the purchasing program and the grant program, and extends the
94+programs through the 2024-25 budget year.
95+The bill eliminates the authorization for department expenditures
96+1390
97+-2- in excess of the appropriated amount to participating school food
98+authorities for the wage increase or stipend program.
