24+Joint Budget Committee. The bill makes changes to programs
25+funded with money the state received from the federal coronavirus state
26+fiscal recovery fund (ARPA money). Specifically, the bill:

56+judicial department information technology cash fund from
57+the end of the 2024-25 state fiscal year to December 31,

59+! Extends the deadline for the judicial department to spend
60+ARPA money for pretrial diversion programs from the end
61+of the 2023-24 state fiscal year to December 31, 2026;
62+! Makes changes to the program to allocate money to
63+institutions to support students who enrolled in higher
64+education institutions but did not finish their academic
65+program, commonly known as "Finish What You Started",
66+to provide funds in the 2024-25 and 2025-26 state fiscal
67+years to continue to support ongoing "Finish What You
68+Started" program participants;
69+! Transfers $70,581.99 of ARPA money allocated for
70+affordable housing projects from the affordable housing
71+and home ownership cash fund to the "American Rescue
72+Plan Act of 2021" cash fund;
73+! Reduces the required appropriation to the department of
74+public health and environment from the economic recovery
75+and relief cash fund for recruitment and re-engagement of
76+workers in the health-care profession from $10 million to
77+$6.12 million;
78+! Extends the deadline for the department of public health
79+and environment to spend ARPA money for the
80+practice-based health education grant program from the end
81+of the 2024-25 state fiscal year to December 31, 2026;
82+! Changes the date that money from the rural provider access
83+and affordability fund, which is used for the rural provider
84+access and affordability stimulus grant program, reverts to
85+the general fund from July 1, 2024, to December 31, 2024;
86+! Transfers $495,000 of ARPA money allocated for domestic
87+violence, sexual assault, or culturally specific programs
88+from the state domestic violence and sexual assault services
89+fund to the behavioral and mental health cash fund; and
90+! Extends the repeal date of the statute requiring the

92+-2- behavioral health administration to take certain actions
93+related to the behavioral health-care provider workforce
94+from September 1, 2024, to July 1, 2027, and continues
95+required reports through the new repeal date.
96+The bill makes changes to appropriations programs funded with

53-addition to the thirty-five million dollars to be transferred pursuant to
54-subsection (4)(d)(II) of this section, back to the revenue loss restoration

77-fund - creation - uses. (4) In addition to the money deposited in the fund
78-pursuant to subsection (1) of this section, the fund consists of money
79-transferred to the fund from the revenue loss restoration cash fund pursuant
80-to section 24-75-227 (3.5). Such transferred Money TRANSFERRED TO THE
81-PAGE 2-HOUSE BILL 24-1465 FUND AS DESCRIBED IN THIS SUBSECTION (4) is subject to annual
82-appropriation by the general assembly to the judicial department for

93-SECTION 3. In Colorado Revised Statutes, 18-1.3-101, amend
94-(11) as follows:
95-18-1.3-101. Pretrial diversion - appropriation - repeal.
96-(11) (a) For the 2022-23 state fiscal year, the general assembly shall
97-appropriate four million dollars from the behavioral and mental health cash
98-fund created in section 24-75-230 to the judicial department for pretrial
99-diversion programs. Any unexpended or unencumbered money appropriated
100-pursuant to this subsection (11) remains available for expenditure
101-UNTIL
102-DECEMBER 31, 2026, for the same purpose in the 2023-24 state fiscal year
103-without further appropriation AND THE DEPARTMENT SHALL OBLIGATE AND
104-SPEND THE MONEY IN ACCORDANCE WITH SECTION
105-24-75-226 (4)(d). The
106-judicial department may use up to five percent of the money appropriated
107-pursuant to this section for administrative expenses. The judicial department
108-shall allocate one million eight hundred thousand dollars of the money
109-appropriated pursuant to this subsection (11) to recipients that provide
110-diversion for individuals with behavioral health disorders.

211+(2) As soon as practicable after June 29, 2021, the board shall19
212+publish a request for proposals that allocates the money appropriated to20
213+the fund pursuant to section 23-3.3-1005 (6) to the public institutions of21
214+higher education as provided in subsection (3) of this section

217+ THROUGH 2023-24 ACADEMIC YEARS. Each institution may23
218+receive up to one hundred percent of its allocation over two academic24
219+years beginning in the 2021-22 academic year by submitting a student25
220+assistance plan to the board as provided in subsection (4) of this section26
221+to use the money to support eligible students directly through27

223+-6- scholarships, financial assistance for the cost of attendance, and other1
224+direct student financial incentives or assistance. The plan must also2
225+include indirect support for eligible students through student support3
226+services. The goal of each institution's student assistance plan must be to4
227+increase eligible student enrollment, persistence, and completion and, for5
228+institutions other than area technical colleges, reduce student debt.6
229+(3) (a) The board shall allocate the money appropriated to the fund7
230+pursuant to section 23-3.3-1005 (6) to each public institution of higher8
231+education

234+(4) (a) To receive a distribution of the money allocated pursuant11
235+to subsection (3) of this section

238+the board a student assistance plan describing the institution's intended14
239+use of the money to support eligible students. Each plan must be15
240+student-centered and, at a minimum, must specify:16
