45 | 45 | | WHEREAS, Such actions constitute malfeasance in office,13 |

46 | 46 | | dereliction of duty, unfitness for office, and abuse of the public trust; and14 |

47 | 47 | | WHEREAS, To protect the citizens of Colorado from the threat of15 |

48 | 48 | | any future denials of constitutional rights, it is appropriate for Secretary16 |
