annually appropriate $250,000 from the general fund to the department
of regulatory agencies for use by the public utilities commission (PUC)
to fund the operations of the Colorado 911 resource center (center). The
center is required to provide to the PUC quarterly a report outlining the
use of the funding provided, and the PUC is required to include an
accounting of the expenditure and uses of this funding in an annual report
that current law requires it to make to the members of the general
assembly.
To help ensure that the training, guidance, and assistance provided
by the center to 911 professionals, including public safety access point
(PSAP) personnel, local 911 emergency call service authorities, and
PSAPs, is useful and is being effectively implemented, and that the
funding provided by the bill is being expended efficiently and effectively,
the center is required to:
! Survey 911 professionals regarding their perception of the
quality of the training;
! Survey local 911 emergency call service authorities and
PSAPs to determine the extent to which the training,
guidance, and assistance is being implemented and the
extent to which it is helping them to improve efficiency,
crisis response decisions, and outcomes in response to both
behavioral health crisis calls specifically and all emergency
calls received; and
! Summarize survey results in each quarterly report to the
PUC.
Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 29-11-100.2, add (3)2
as follows:3

CENTRALIZED GUIDANCE AND ASSISTANCE TO LOCAL 911 EMERGENCY8
CALL SERVICE AUTHORITIES AND PUBLIC SAFETY ANSWERING POINTS9
THROUGHOUT THE STATE ;10

HE COLORADO 911 RESOURCE CENTER HAS BEEN FUNDED11
SINCE ITS INCEPTION FROM THE PROCEEDS OF A 2004 SETTLEMENT12
AGREEMENT APPROVED BY THE COMMISSION THAT REQUIRED A13
TELECOMMUNICATIONS COMPANY TO PROVIDE TWO MILLION DOLLARS FOR14
THE CREATION AND OPERATION OF A NONPROFIT ORGANIZATION TO ASSIST15
LOCAL PUBLIC SAFETY ANSWERING POINTS, BUT THAT FUNDING IS RUNNING16
OUT AND WILL NOT BE AVAILABLE ON AN ONGOING BASIS ; AND17
(d)  T
HE COLORADO 911 RESOURCE CENTER PROVIDES A CRITICAL18
PUBLIC SERVICE THAT BENEFITS ALL COLORADANS, AND IT IS NECESSARY,19
APPROPRIATE, IN THE BEST INTEREST OF ALL COLORADANS, AND IN20
FURTHERANCE OF A PUBLIC PURPOSE TO PROVIDE ONGOING , ADEQUATE,21
AND SUSTAINABLE STATE FUNDING TO THE COLORADO 911 RESOURCE22
CENTER.23
SECTION 2. In Colorado Revised Statutes, add 29-11-108 as24
follows:25

-3- 2024-25 AND FOR EACH STATE FISCAL YEAR THEREAFTER , THE GENERAL1
ASSEMBLY SHALL APPROPRIATE TWO HUNDRED FIFTY T HOUSAND DOLLARS2
FROM THE GENERAL FUND TO THE COMMISSION TO PROVIDE ONGOING3
FUNDING FOR THE OPERATIONS OF THE COLORADO 911 RESOURCE CENTER.4

HE COMMISSION SHALL REMIT FUNDING TO SUPPORT THE EXPENSES OF5
THE COLORADO 911 RESOURCE CENTER.6
(2) (a)  T
HE COLORADO 911 RESOURCE CENTER SHALL PROVIDE TO7
THE COMMISSION QUARTERLY , WITH THE FIRST REPORT BEING PROVIDED8
BY OCTOBER 1, 2024, A REPORT THAT OUTLINES THE EXPENDITURE AND9
USE OF THE FUNDING PROVIDED PURSUANT TO SUBSECTION (1) OF THIS10
SECTION. THE COMMISSION SHALL INCLUDE AN ACCOUNTING OF THAT11
EXPENDITURE AND USE IN ITS ANNUAL REPORT TO THE MEMBERS OF THE12
GENERAL ASSEMBLY REQUIRED BY SECTION 40-2-131.13
(b)  T
O HELP ENSURE THAT THE TRAINING , GUIDANCE, AND14
ASSISTANCE PROVIDED BY THE 911 RESOURCE CENTER TO 91115
PROFESSIONALS, INCLUDING PSAP PERSONNEL, LOCAL 911 EMERGENCY16
CALL SERVICE AUTHORITIES , AND PSAPS IS USEFUL AND IS BEING17
EFFECTIVELY IMPLEMENTED AND THAT THE FUNDING PROVIDED PURS UANT18
TO SUBSECTION (1) OF THIS SECTION IS BEING EXPENDED EFFICIENTLY AND19
EFFECTIVELY, THE 911 RESOURCE CENTER, ON AN ONGOING BASIS, SHALL:20
(I)  S
URVEY 911 PROFESSIONALS, INCLUDING PSAP PERSONNEL,21
WHO RECEIVE TRAINING FROM THE 911 RESOURCE CENTER REGARDING22
THEIR PERCEPTION OF THE QUALITY OF THE TRAINING ;23
(II)  S
URVEY LOCAL 911 EMERGENCY CALL SERVICE AUTHORITIES24
AND PSAPS TO DETERMINE THE EXTENT TO WHICH THE TRAINING ,25
GUIDANCE, AND ASSISTANCE PROVIDED BY THE 911 RESOURCE CENTER IS26
BEING IMPLEMENTED AND THE EXTENT TO WHICH IT IS HELPING THEM TO27

-4- IMPROVE EFFICIENCY, CRISIS RESPONSE DECISIONS, AND OUTCOMES IN1
RESPONSE TO BOTH BEHAVIORAL HEALTH CRISIS CALLS SPECIFICALLY AND2
ALL EMERGENCY CALLS RECEIVED ; AND3
(III)  S
UMMARIZE SURVEY RESULTS IN EACH REPORT PROVIDED TO4
THE COMMISSION PURSUANT TO SUBSECTION (2)(a) OF THIS SECTION.5

S USED IN THIS SECTION, "COLORADO 911 RESOURCE CENTER"6
MEANS THE COLORADO 911 RESOURCE CENTER CREATED BY THE7
COMMISSION OR ITS SUCCESSOR ENTITY .8
SECTION 3. Appropriation. For the 2024-25 state fiscal year,9
$250,000 is appropriated to the department of regulatory agencies for use10
by the public utilities commission. This appropriation is from the general11
fund. To implement this act, the public utilities commission may use this12
appropriation for the operations of the Colorado 911 resource center.13
SECTION 4. Safety clause. The general assembly finds,14
determines, and declares that this act is necessary for the immediate15
preservation of the public peace, health, or safety or for appropriations for16
the support and maintenance of the departments of the state and state17
institutions.18
