Be It Resolved by the Senate of the Seventy-fourth General1
Assembly of the State of Colorado, the House of Representatives2
concurring herein:3
That in the Joint Rules of the Senate and House of4
Representatives, Joint Rule No. 23, amend (a)(1) as follows: 5

(a) (1) Deadline schedule. For the purposes of organizing the 7
legislative session, the schedule for the enactment of8

*All bills in the Appropriations Committee in either house and all bills in14
the Legislative Council acting as a committee of reference in the second15
house on the day of the asterisked final passage deadline are excluded16
from the final passage deadline and from other deadlines specified in this17
Joint Rule until the deadlines for passing bills in the Appropriations18
Committee or passing bills in the Legislative Council. The majority19
leader in each house shall direct that a memo be prepared on the date of20
the asterisked final passage deadline that lists all of the bills to which this21
exclusion applies. A copy of the memo shall be attached to each bill listed22
in the memo and a copy shall be sent to each of the bill's sponsors. At the23
discretion of the respective majority leaders, the list may include any bills24
that have been referred out of the Appropriations Committee during the25
seven legislative days preceding the asterisked final passage deadline. In26
addition, bills in the Appropriations Committee in either house on the day27
of a separate final passage deadline as specified by the Committee on28
Delayed Bills for that house are also excluded from the specified final29
passage deadline unless otherwise indicated in the delayed bill form.30
