11-Be it enacted by the General Assembly of the State of Colorado:

82-takes effect at 12:01 a.m. on the day following the expiration of the
83-ninety-day period after final adjournment of the general assembly; except
84-that, if a referendum petition is filed pursuant to section 1 (3) of article V
85-of the state constitution against this act or an item, section, or part of this act
86-within such period, then the act, item, section, or part will not take effect
87-unless approved by the people at the general election to be held in
88-November 2026 and, in such case, will take effect on the date of the official
89-declaration of the vote thereon by the governor.

23+Transportation Legislation Review Committee. Beginning on
24+January 1, 2026, the bill imposes the following duties on any political
25+subdivision of the state, public entity, or nonprofit corporation that
26+provides paratransit services in the state, in addition to those duties
27+otherwise provided by law:

51+information and provide paratransit services during
52+emergencies;
53+! To ensure that fare collection technology for paratransit
54+services is comparable to that offered for regular or fixed
55+route services; and
56+! Before reducing the service area for paratransit services, to
57+consult with affected community members and conduct an
58+impact analysis.
59+The bill also creates the paratransit task force (task force) in the
60+department of transportation. The purpose of the task force is to study and
61+make recommendations regarding the standardization of and best
62+practices for paratransit services in the state. The task force consists of 16
63+members as follows:
64+! 3 legislative members, jointly appointed by the president of
65+the senate and the speaker of the house of representatives,
66+with 2 members of the majority party and one member of
67+the minority party;
68+! 4 members representing disability advocacy organizations,
69+with one member appointed by and from each of the
70+following organizations:
71+! Atlantis Community, Inc.;
72+! American Disabled for Attendant Programs Today;
73+! The Colorado Cross-Disability Coalition; and
74+! The National Federation of the Blind;
75+! 5 members representing transit organizations, with one
76+member appointed by and from each of the following
77+organizations:
78+! The department of transportation;
79+! The Colorado Association of Transit Agencies;
80+! The regional transportation district;
81+! AARP; and
82+! The Denver regional council of governments;
83+! One member representing a private company that partners
84+with a transit agency to provide paratransit services,
85+appointed by the governor;
86+! One member representing the Colorado disability
87+opportunity office, appointed by the governor;
88+! One member determined by the governor to enhance and
89+expand the expertise of the task force, appointed by the
90+governor; and
91+! The lieutenant governor or the lieutenant governor's
92+designee.
93+The task force is required to meet at least 3 times in 2025 to study and
94+make recommendations on the standardization of and best practices for

96+-2- paratransit services in the state. On or before October 15, 2025, the task
97+force must submit a report to the transportation legislation review
98+committee that includes a summary of the work accomplished by the task
99+force and any recommendations to the general assembly concerning
100+matters studied by the task force. The department of transportation must
101+include a summary of the report and the recommendations of the task
102+force in its annual presentation to the general assembly in January 2026.
