2222 The bill creates the Colorado interagency council on homelessness

6363 designees, of other state agencies or individuals to represent political
6464 subdivisions as the governor sees fit.
6565 The bill creates an advisory council to the council consisting of
6666 members who have experience working on the resolution and prevention
6767 of homelessness and with homeless individuals, including the following
6868 11 members appointed by the governor:
6969 ! The director, or the director's designee, of a nonprofit
7070 organization with a mission related to homelessness;
7171 ! The leader of a faith-based organization that is primarily
7272 focused on homelessness resolution and prevention;
7373 ! A homelessness service provider primarily focused on
7474 specialized populations;
7575 ! The director, or the director's designee, of a philanthropic
7676 organization that supports homelessness service providers;
7777 ! A representative from a continuum of care organization
7878 that provides services in an urban area;

8888 ! A housing navigator or representative from an organization
8989 that administers housing vouchers.
9090 The advisory council shall meet at least once a month, shall develop and
9191 implement a plan to receive public feedback on statewide strategy related
9292 to homelessness prevention and resolution, and shall recommend funding
9393 and policies to support homelessness prevention and resolution to the
9494 council.
9595 The bill requires the office of homeless initiatives within the
9696 division of housing in the department of local affairs to, at least once
9797 every 4 months, convene the state continuum of care organizations for the
9898 purposes of implementing state strategies and identifying best practices
9999 to prevent and reduce homelessness in Colorado. The continuum of care
100100 organizations shall consider methods and practices to:
101101 ! Improve the implementation of the Homeless Management
102102 Information System and data reporting;
103103 ! Improve the implementation of the OneHome coordinated
104104 entry system;
105105 ! Coordinate with regional navigation campuses to determine
106106 best practices, identify gaps, and make referrals; and
107107 ! Improve data reporting within the regional navigation
108108 campuses.
109109 The continuum of care organizations are required to submit and present
110110 a report to the general assembly providing a summary of the council's
111111 activities from the prior year and recommendations for implementing the
112112 methods and practices the organizations considered.
113113 The bill creates a new type of special district, a regional
114114 homelessness response district (district), which is formed by counties and
115115 municipalities to reduce and prevent homelessness. The bill details
116116 specifics of organizing and dissolving a district, submitting a district
117117 service plan, voting in district elections, and the financial and taxing
118118 powers of a district.
119119 The bill allows a county clerk and recorder to designate money
120120 collected from documentary filing fees for granting or conveying real
121121 property to be transferred to a housing agency for the purpose of
122122 developing, preserving, or acquiring affordable housing aligned with
123123 demonstrated community needs and for homeless individuals.
