3535 Specifically, the bill:
3636 ! Authorizes a local government to impose additional local
3737 motor vehicle registration fees, up to specified maximum
3838 amounts that are annually adjusted for inflation or
3939 deflation, on passenger cars and light trucks (fees);
4040 ! Allows fees to be first imposed beginning with a motor
4141 vehicle registration period beginning on January 1, 2026,
4242 or January 1 of a later year, with adjustments to fee
4343 amounts only taking effect beginning on a subsequent
4444 January 1, and imposed in amounts that are:
4545 ! Based on the weight of a passenger car or light
4646 truck, and, in the sole discretion of a local
4747 government, fuel-efficiency, with fees being higher
4848 for heavier motor vehicles and, for motor vehicles
4949 in the same weight class, light trucks and, if
5050 applicable, less fuel-efficient motor vehicles; and
5151 ! Reasonably calculated based on the impacts to
5252 vulnerable road users caused by fee payers and the
5353 costs of remediating those impacts by funding
5454 vulnerable road user protection strategies;
5555 ! Requires fee revenue to be credited to a dedicated local
5656 cash fund or account and expended only for vulnerable
5757 road user protection strategies, which include infrastructure
