2222 When a catalytic converter mechanically fails or is stolen from a
2323 motor vehicle, current rules of the air quality control commission require
2424 the replacement to comply with the rules of the California air resources
2525 board. The bill creates a temporary exception that allows a person to use
2626 a replacement catalytic converter that complies with the standards
2727 established by rules of the federal environmental protection agency if:

7171 SECTION 2. Act subject to petition - effective date. This act4
7272 takes effect at 12:01 a.m. on the day following the expiration of the5
7373 ninety-day period after final adjournment of the general assembly; except6
7474 that, if a referendum petition is filed pursuant to section 1 (3) of article V7
7575 of the state constitution against this act or an item, section, or part of this8
7676 act within such period, then the act, item, section, or part will not take9
7777 effect unless approved by the people at the general election to be held in10
7878 November 2026 and, in such case, will take effect on the date of the11
7979 official declaration of the vote thereon by the governor.12
